Governance and regulation of the Peruvian university system: overcoming reform resistance through quality assurance policies
(John Wiley and Sons Inc, 2021-09-01)
This article examines the new governance of the Peruvian university system, which evolved in response to market liberalisation and weak quality assurance mechanisms. New actors and commercial interests emerged, building their network of relationships within the political arena. With the passing of a new Universities Law in 2014, ambitious reforms were set in motion, designed to reverse the decline in the quality of higher education. This study examines these reforms, focusing on whether and how they are changing the governance and structure of the system. It also identifies some conceptual and design flaws, such as the weaknesses of the main steering body and the accreditation regime, as well as limitations on the independence of the regulatory agency.

Factors that influence the individual research output of university professors: the case of Ecuador, Peru, and Colombia
    (SAGE Publishing, 2021-04-15)
The study analyzed the factors that influence the individual research output of university professors in Ecuador, Peru, and Colombia, using multinomial logistic regression technique. Results showed that previous research publications are the main factor that explains subsequent research production. Age, academic rank, time invested on research, resource allocation, recognition, and research leaders have also a direct effect on research output. A comprehensive model is proposed and implications for universities authorities are discussed.

Coping with sexual harassment in the Egyptian context: A study on female academics
    (Emerald Group Holdings Ltd., 2022-08-16)
To understand the position of female academics in public universities in Egypt, the authors of this paper aim to answer the question of what comes between victims breaking their silence about workplace sexual harassment (WSH). Design/methodology/approach: A qualitative research method is employed, and semi-structured interviews were conducted with 40 female academics from four public universities selected from among 26 public institutions of higher education in Egypt. Thematic analysis was used to extract main ideas from the transcripts. Findings: At the macro level in Egypt, stipulating an anti-harassment law and harsher penalties were found to be a motivator for female academics to speak up against WSH. At the meso organizational level, establishing anti-harassment units in universities is perceived as an effective mechanism for empowering female academics to respond to, expose and seek punitive action against WSH perpetrators. What was found to be a real challenge to reporting perpetrators is the assumption of some female academics that they will never be heard because of socio-cultural norms that hold university professors as honourable and impeccable. Another challenge is that female academics are poorly represented at both professorial levels and in senior administrative positions in Egyptian academic contexts. Sadly, challenges faced by women in academic contexts, such as WSH, are not being prioritized on the agenda of their universities. Although organizational behaviours and country-specific culture challenge female academics' proactive stance against WSH, new anti-harassment laws and university policies are changing this scenario. Originality/value: This paper contributes by filling a gap in human resource (HR) management, higher education and public administration in which empirical studies of WSH in academic contexts have been limited so far.

Exploring the determinants of research output: A proposed typology of university researchers in Ecuador

Able or disabled: Why should neurodiverse students experience improved access to public universities? An exploratory study
    (Emerald Publishing, 2024-09-25)
This paper aims to answer the question: To what extent should neurodiverse students experience improved access to public universities in Egypt and why? Design/methodology/approach: A systematic qualitative research method was used with data collected through semi-structured interviews with 44 educators in four universities in Egypt. A thematic approach was implemented to analyze the collected data. Findings: The addressed educators believe that greater representation of neurodiverse students in their schools should be a priority for the following four reasons: first, neurodiverse students represent a promising new market segment schools could benefit from; second, recruiting more neurodiverse students represents a chance for schools and faculties to prove the social role they can undertake; third, schools can benefit from the unique skills many neurodiverse students have, particularly in mathematical and computational skills; and fourth, the greater the representation of neurodiverse students, the more research projects and funding opportunities educators can obtain. Originality/value: This paper contributes by filling a gap in diversity management, higher education and human resources management in which empirical studies on the representation of neurodiverse individuals in public universities have been limited so far.

The Use of ICT´s for the Teaching of University Teachers
    (Pontificia Universidad Javeriana, 2023-01-01)
This article analyzes the factors associated with the use of ICT’s in a sampling of university teachers (N = 208). It employed questionnaires which measured the use of ICT’s, pedagogical beliefs, teaching self-efficacy, evaluation, access to and support in ICT and institutional leadership. The results showed that traditional teaching beliefs negatively predicted the use of the ICT’s. It discusses the importance of these results for the implementation of ICT and continual training in higher education.
