    Governance and regulation of the Peruvian university system: overcoming reform resistance through quality assurance policies

    This article examines the new governance of the Peruvian university system, which evolved in response to market liberalisation and weak quality assurance mechanisms. New actors and commercial interests emerged, building their network of relationships within the political arena. With the passing of a new Universities Law in 2014, ambitious reforms were set in motion, designed to reverse the decline in the quality of higher education. This study examines these reforms, focusing on whether and how they are changing the governance and structure of the system. It also identifies some conceptual and design flaws, such as the weaknesses of the main steering body and the accreditation regime, as well as limitations on the independence of the regulatory agency.

    Incorporating the six aims for quality in the analysis of trauma care

    The Institute of Medicine proposed six aims for healthcare quality improvement. Nevertheless, trauma care quality research still focuses on one aim at a time. This research investigates how to incorporate all aims into trauma care quality assessments using data from the Michigan Trauma Quality Improvement Program. Through a literature review, we identified quantifiable metrics for most aims, except for equity and patient-centeredness. We proposed two approaches to build composite scores accounting for equity via an adjustment procedure based on observed disparities. The single- and multi-aim approaches were compared through correlation, concordance of trauma centre categorisations, and hypothetical incentives. The differences in the approaches stemmed mainly from the weights allocated to the different aims. Results indicated the potential value of multi-aim quality assessment and provided insights about implementation challenges and opportunities. The methods are applicable to the preferred metrics; nevertheless, further research is needed in measuring patient-centeredness.

    Corporate structure and prevention: The three lines model applied to Latin American companies

    The economic environment in which enterprises operate is increasingly harsh and complex, making business more complex, volatile and uncertain. This context requires a change in the management model based on the three fundamental pillars of governance, risk management and regulatory compliance. In this sense, the presentation of the three-line model is considered particularly useful, as it has become one of the most recognized management tools internationally due to its flexibility and adaptability. Therefore, the purpose of this study is to examine the current literature on this management model and then analyze its applicability in business practice through a case study. In particular, the analysis of four companies in the Ibero-American energy sector (Petrobras, Codelco, Ecopetrol, and Iberdrola) reveals that, although the adaptation of the model is generally comprehensive and universal in all aspects, its flexibility is very Large allows adaptation to any organization’s needs and structure. Finally, the study draws some conclusions weighing the theoretical development of the three-line model and its applicability and usefulness to managers as well as researchers and legislators who want to strengthen national business structures.

    Willingness to Pay for Improved Water Services: Evidence from Peru

    We study the willingness to pay (WTP) for a large set of improvements in water service related to quality, continuity, and securing access for people with no house piped water during the COVID-19 pandemic. Using primary survey data from urban Peru, and the contingent valuation method, we estimate a mean WTP of around PEN 4.3 (USD 1.05), 3.7 and 1.8, respectively, for the aforementioned sets of improvements, with the combined WTP representing a 23% increase in the households’ water service monthly bill. The WTP for all sets of improvements is influenced by the expenditure in bottled water (a substitute for tap water, generally perceived as unsafe) and a proxy for household assets. The influence of the individual characteristics typically scrutinized by the literature (e.g., sex, age, and education) varies with the type of improvement examined. We find a significant heterogeneity in WTP across providers and calculate the users’ contribution to a water fund that could crowd-in the public investment in water services’ upgrades. We further discuss the implementation of such water fund.

    An Empirical Model for Measuring Quality and Maturity of Interoperability of E-Government Solutions: Case Study—Public Entities Related to Tourism, Hospitality, and Gastronomy in Ecuador

    Interoperability has become a fundamental tool for the development of e-government services through which different state institutions exchange information (e.g., in the form of open data) and build joint IT solutions for the benefit of the citizen. Many of these solutions are not evaluated on factors such as the quality of the systems and the maturity of the interoperability itself, and thus do not achieve either high usage rates by citizens or good ratings by those who do use them. Present paper proposes a model for evaluating the quality and maturity of interoperable solutions, which is used to evaluate, as a case study, the public institutions in charge of tourism and the reactivation of the post-pandemic sector in the Republic of Ecuador.

    A feast of the senses: how quality shapes the emotional experience in a restaurant and drives Business

    Unlike previous studies that tested quality factors as antecedents of satisfaction, this study examines emotional experience, emphasizing its role as a mediator of the relationship between quality variables and levels of satisfaction, loyalty, and electronic word of mouth (eWOM), grounded in Expectation-Disconfirmation Theory (EDT). Emotional experience differs from customer experience or satisfaction; in addition to differentiating these constructs, this study presents a hypothetical model that was applied to 425 Peruvian restaurant consumers and subsequently analyzed the data using the partial least squares (PLS) technique in the SEMinR package of the R software. The results encourage restaurant professionals to invest in promoting emotional experiences and to go beyond the obvious in restaurant offerings, generating much more than satisfaction and taking advantage of the benefits of promoting an extraordinary experience. This is the first study to comprehensively identify the antecedents and consequences of emotional experience in the context of Peruvian consumers.
