    Designing a Framework for E-Government Adoption in Peruvian State Enterprises Using COBIT 5.0

    As part of the regulatory compliance process and the streamlining of public administration, the Peruvian government has implemented the National E-Government Plan in all state institutions with the aim of providing citizens with solid services based on the use of Information and Communications Technologies (ICT). As part of the regulations, the requisites to be met by public institutions have been submitted. However, the lack of an implementation model was detected, one that can serve as a guide to such institutions in order to materialize the organizational and technological structures needed, which allow them to provide the required digital services. This paper develops an implementation model of electronic government (egovernment) for Peru's state institutions, in compliance with current regulations based on a COBIT 5.0 framework. Furthermore, the paper introduces phase 1 of this model: business and IT goals, the goals cascade and the future model of processes

    Knowledge donating and hiding as an organizational basis for intersectoral collaboration: a review of the literature

    The present article presents a literature review on the relationship between knowledge donating and hiding strategies as an organizational basis for intersectoral collaboration. The literature finds that sharing or hiding behavior is a question of individual motivation, which can affect the collaboration process among individuals in a public or private organization. An understanding of this motivation can help organizations to transform their management strategies, thus improving internal and inter-organizational collaboration processes. The review identified various strategies— motivational, social, and national cultural—that are considered to influence individual and group creative capacity and, in turn, on social and technological innovation, the creation of competitive advantage within an organization, and the development of social responsibility policies. The results indicate a lack of consensus regarding motivations, as well as a limited depth of knowledge regarding the behavioral strategies involved in knowledge hiding.

    Locational factors and the reindustrialisation process in the USA; Reshoring from China

    The main goal of this paper is to analyse the influence of locational factors on the reindustrialisation process in the USA through reshoring from China. The applicability of traditional location theories and their locational factors are also examined here. This paper evaluates the development of labour cost, agglomeration effect, land cost, and raw material cost over recent years as factors encouraging the reindustrialisation process. Transportation cost and the impact of political institutions offer contrasting pictures. While high intermodal freight costs in the US and an appreciating Yuan promote the reindustrialisation process, low ocean shipping costs and enormous business incentives in China weaken the positive effects. All in all, it is concluded that most locational factors have changed in favourable ways for the USA and thus made manufacturing in the USA comparatively more attractive.

    Decision-making and effectiveness of business results in times of COVID-19

    Managers often make decisions in organizations without being aware of the results and hence, their effectiveness. I evaluated three decisions managers made during the first weeks of the COVID-19 pandemic, using a hypothetical model of the decision-making process (DMP) so as to measure the percentage of effectiveness business results (PEBR) achieved. This article analyzes the impact of DMP on PEBR and identifies similarities and differences among top performing managers. Results reveal that the model not only predicts the PEBR, but also there are positive associations between the predictor variables that give meaning to validates the model, so I designed a comparative scenario by gender, age, company size, highlighting the profile of the managers with the best results. To understand the relationship between DMP and PEBR academics must adopt a perspective that considers not only the acceptance of decisions, but also distinguishes the association forces DMP variables; and managers can use this decision-making model to improve the process and the expected results.     Stochastic network data envelopment analysis

    Most real-life production processes are multi-stage in nature. Characterization of such processes via concepts such as technical efficiency is considered important to firm managers for the stage-specific analysis of their business decisions in improving their performance. Therefore, it is imperative to estimate the efficiency of a firm not only for the network production system but also for its sub-processes to locate the sources of inefficiency. In this chapter, we deal with production processes characterized by a two-stage network structure that links their stage-specific processes with intermediate products (measures). In this two-stage production process, the first stage uses input resources to produce intermediate products, which are all, in turn, used as inputs in the second stage to produce final outputs.

    Optimal analysis of the cleaning process by ultrasonic system of vicuña wool

    This article has presented the techniques and strategies that were used to achieve the cleaning of vicuña wool by optimal analysis of ultrasonic systems. Usually, artisanal workers do it manually with some chemical components. However, they do not achieve a professional cleaning and damage the wool. Moreover with an increase in electricity consumption due to the fact that the washing is carried out on average at temperatures close to 50°C. This was the case of this article to solve the problem through an optimal analysis that is suggested to be used in the designed washing machine that uses ultrasound. By a system identification suitable for the elaborated washing machine, the frequency necessary for the optimal cleaning is adjusted as the consequence of the polynomial analysis that was made offline. Finally, in this article the cleaning the vicuña wool is verified by a microscopic scale analysis, owing to the tests are presented photographically and they were compared through the three-dimensional reconstruction technique that was used to improve the results, which validate the cleaning of the vicuña wool.

    Process improvement in software requirements engineering: a systematic mapping study

    Abstract: Software analysis is the process carried out to obtain requirements that reflects the needs of a client’s stakeholders and that allows the construction of a software product that meets their expectations. However, it is also known as a process where many defects are injected. In this context, although process improvement has contributed to the software industry, in the case of software requirements it needs to be studied to determine the improvements obtained and established models. In the literature reviewed, a similar mapping study with 4 research question was identified and used as a reference. The objective of this work is to structure the available literature on process improvement in the software requirements engineering (SRE) domain to identify the improvement phases, paradigms, principles, and established models. For this purpose, a systematic mapping study (SMS) was carried out in the most recognized digital databases. The mapping carried out recovered a total of 1,495 studies, and after the process, 86 primary studies were obtained. In this SMS had established and answered 13 research questions. The different models that are applied throughout the software requirements engineering process were identified, and accepted studies were classified and findings on SRE process improvement were collected. The most used models are CMMI, Requirements Engineering Good Practice Guide (REGPG), and ISO/IEC 15504. Also, 62% of accepted studies are of the proposal and evaluation type; that is, they propose a framework and study the implementation of a proposal in one or more case studies respectively. On the other hand, it was found that most of the studies focused on the process improvement analysis phase. Likewise, in contrast with a previous study, proposal and validation type of studies increased in 9 papers each one from 2014 to date. This shows the interest of the scientific community in this domain.

    Benefits, process and challenges of knowledge management

    The significance of knowledge management (KM) in modern society has been widely discussed in recent years. There is widespread agreement that an organization's long-term health, competitive advantage, and capacity to stimulate innovation depend on its capabilities to effectively its information resources effectively. In this context, “management” refers to the internal process of disseminating, creating, retrieving, and storing data and knowledge inside an organization. Its principal goal is to aid the firm in its operations and improve its profitability. Successful knowledge management adoption calls for a comprehensive shift in an organization's culture and the unwavering commitment of its leaders at all levels. By fostering a conducive organizational environment, a company may effectively use its collective organizational learning and knowledge to address challenges on a global scale, irrespective of time constraints. This can be achieved through the implementation of KM practices. The principle objective of this research is to enhance the comprehension of KM and its capacity to help firms attain their business goals. Subsequently, an examination will be undertaken regarding certain obstacles pertaining to the execution of this approach within organizational contexts.

    Diseño de un sistema PLC avanzado para la manufactura inteligente impulsada por el IIoT

    Este artículo presenta el diseño de un sistema avanzado de Controlador Lógico Programable (PLC) para su uso en entornos de manufactura inteligente impulsados por el Internet Industrial de las Cosas (IIoT). Se exploran las características del PLC, integrando sensores IIoT para control adaptativo en tiempo real y optimización energética. El sistema propuesto permite la automatización eficiente y segura de procesos industriales con mejoras en la conectividad y la confiabilidad de los sistemas de control. Se presentan los resultados experimentales y un análisis detallado de los costos y parámetros asociados con la implementación.
