A partir de esta relación discute un nuevo marco teórico que busca limitar algunas de las limitaciones de la teoría existente. Se busca no solo realizar una definición parsimoniosa del concepto sino discutir las variables que explican su aparición. El modelo de partido empresarial es aplicado al estudio de caso del partido peruano Peruanos Por el Kambio en el marco de la campaña presidencial del año 2016. A través de este caso se discuten los rasgos centrales de dicho partido, así como las condiciones en las que se enmarca su aparición y su eventual perdida de impulso. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, What Is to Be Done? How Radical Leftists Help to Solve the Problem of Personalist Party-Building in Latin America(SAGE Publishing, 2023-08-18)Political leaders around the world increasingly rely on personalist parties to win elections and govern. While existing scholarship assumes that personalist parties do not build territorial organization, in fact they vary substantially in terms of organizational strength. In this paper, we move beyond existing structural explanations of party-building and focus on the role of party elites’ preferences to explain the source of this variation. Through a mixed-method approach combining process-tracing of the case studies of Venezuela’s MVR/PSUV and Ecuador’s Alianza PAIS and statistical analysis of Latin American parties, we find that party elites’ past political experiences shape whether personalist parties successfully invest in party organization. Party officials who were socialized in radical-left parties are more likely to advocate for party-building and their presence within party cadres is associated with stronger party organization. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Paraguay 2022: Personalization Within a Strong Party System(Pontificia Universidad Catolica de Chile, 2023-01-01)The year 2022 in Paraguay was marked by internal elections of political parties and scandals related to corruption, insecurity, and organized crime. Former president Horacio Cartes was elected as the new president of the governing ANR, and his candidate, Santiago Peña, won the ANR internal elections to become the ruling party’s presidential candidate in 2023. The article argues that in this context, the two traditional parties opted, paradoxically, for opposing strategies, albeit with strong personalistic elements in both cases. In a political system characterized by a combination of personalistic politics and strong party machines, Cartes achieved to dominate the political scene, despite accusations of corruption against him. We argue that he diverted the attention from the corruption charges to conservative anti-gender issues in the public agenda and used this discourse to win ANR internal elections in the second half of the year. We also show that the ossification of the Paraguayan party system had negative consequences for democracy in the country in 2022, related to the personalization of political parties, corruption scandals in politics, and increased public insecurity and drug trafficking. Although party system collapse is unlikely, we conclude the article by showing that Paraguay can offer some comparative lessons for democracy in other Latin American countries. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Legitimacy of criminal sanctions for illicit financing of political parties(Elsevier BV, 2025-01-01)Los partidos políticos cumplen la tarea fundamental de consolidar los sistemas democráticos. Debido a ello, en los Estados modernos el financiamiento de los partidos políticos se torna necesario. En el plano internacional se observa la adopción de distintos modelos de financiamiento: público, privado y mixto. Todos estos sistemas suponen riesgos de corrupción y afectación del funcionamiento del sistema democrático. El objetivo del presente trabajo es analizar la problemática del financiamiento ilegal de los partidos políticos y la legitimidad de la intervención del derecho penal para hacerle frente. Metodológicamente, este documento constituye una investigación de las legislaciones y la literatura especializada. La relevancia de esta investigación es haber evidenciado la insuficiencia de la regulación administrativa para hacer frente a las prácticas de financiamiento indebido y proponer la intervención del derecho penal para la sanción de este delito. Como resultado de la investigación se concluye que la intervención del derecho penal es legítima, debido a la insuficiencia de la regulación administrativa, la autonomía del bien jurídico protegido y a la imposibilidad de abarcar las conductas de financiamiento indebido a través de otros tipos penales.1 - Some of the metrics are blocked by yourconsent settings
Item type:Publication, The Party Is Over: Policy Switch and Party Dismantling in Moreno’s Ecuador(Springer, 2025-12-02)Why do parties break down? The literature on party development generally assumes that parties collapse as an unintended consequence of strategic mistakes on the part of their leadership. This article shows that the demise of a party can in fact be a direct consequence of the leader’s deliberate actions to undermine it. Through an investigation of the dramatic downfall of Alianza PAIS, the most electorally successful party in Ecuador’s history, the article puts forward a theory of party dismantling—i.e., the process through which a leader intentionally deprives their party of the resources necessary for it to thrive with the purpose of undermining it. The article marshals evidence from 46 interviews, newspaper articles, documents, and roll call votes to accomplish two goals: first, to demonstrate how, after his bait-and-switch to a neoliberal policy agenda, President Moreno (2017–2021) effectively dismantled Alianza PAIS to pursue his policy goals; and second, to show that three conditions are causally important for party dismantling to happen: a top-down party structure, support from actors outside the party, and opposition from within the party to the leader’s policy agenda, contributing to the literature on party development by shedding light on an understudied path towards party breakdown.1
