    Perú 2019: crisis política y salida institucional

    The present article accounts for the events of the year 2019, focusing on the serious political crisis between the government and the Congress and its institutional outcome. The article explains how this crisis escalated in 2019 due to the corruption scandals seriously involving the country's political class. This crisis reached a turning point when President Martn Vizcarra dissolved the Congress in September with high public support. Yet the constitutional order was not broken and both the government and the country exhibited a surprising institutional continuity. Moreover, elections to replace the dissolved Congress were held without major incidents. On the one hand, the article argues that the institutional solution to the political crisis is related to the continuing loss of prestige of the Peruvian political class due to the corruption scandals. The possibility of social unrest linked to the dissolution of the congress, therefore, decreased. On the other hand, the weakness and flexibility of the Peruvian system made possible the rise of an independent politician to the top of the government, who, fortunately, was an institutionalist rather than an authoritarian leader. The article concludes that the overall outcome was contingent -it does not solve the structural problems of the Peruvian democracy as continuous sources of instability.

    Ethics position and leadership style in a mayor's office

    Recent cases of unethical behavior in organizations indicate the need to carry out empirical research about it. Determine the existence of a relationship between ethics and leadership, demanded by society and prescribed by various academic theories. Method: For this reason, through the conduction of non-experimental, cross-sectional, quantitative research, it is sought to make a process of falsification of the theoretical proposals in the context of a municipal mayoralty. In the development of the research, the responses of 219 leaders were satisfactorily received, answering questions from two psychometric instruments of wide recognition and academic validity, the Ethics Position Questionnaire and the Multifactor Leadership Questionnaire. They were carried out both through an exploratory data analysis and a confirmatory factor analysis, and a model of structural equations that tested the existence of a relation between the ethical position and the styles of leadership. Results: It was also possible to identify the influence exerted by the different ethical positions in each one of the styles of leadership in a local public administration. Conclusions: These findings facilitate the identification of ethical leadership models in local public organizations and contribute towards the empirical demonstration of the current discussion on the relationship between ethics and leadership in organizations.

    Influence of leadership styles on the innovative behavior of military higher technological education students

    Esta investigación replica el estudio de la influencia de los estilos de liderazgo en el comportamiento innovador de cadetes peruanos de Norena-Chavez et al. (2021), en una muestra de 200 alumnos del Instituto de Educación Superior Tecnológico Público del Ejército-ETE (Lima, Perú). Se emplea la técnica de ecuaciones estructurales utilizando mínimos cuadrados parciales (PLS-SEM). Se confirmó que existe influencia de los estilos de liderazgo transformacional y transaccional sobre el comportamiento innovador de los alumnos. De acuerdo con la varianza explicada, el liderazgo transformacional explica el 47 % y el liderazgo transaccional, el 59 % de la variabilidad del comportamiento innovador. Esta investigación contribuye a mejorar la comprensión de la relación de los estilos de liderazgo y del comportamiento innovador en el ámbito militar.

    Business innovation and critical success factors in the era of digital transformation and turbulent times

    Explore what entrepreneurship and success factors can help drive business to resilience and stability and achieve competitive advantage through innovation in different countries and business realities in the era of digital transformation and turbulent times. METHODOLOGY: Based on the narrative literature review, we present research findings concerning new strategies and outlooks for business innovation in times of many unknowns. Each organization wants to find its way to gain success and create its unique business model, which can capture value creation and innovativeness and be more adaptive, resilient, and stable in critical moments and sustainable over time. FINDINGS: The articles presented in this issue explore the essential factors of business innovation and success in different organizations and the environments in which these businesses function. IMPLICATIONS FOR THEORY AND PRACTICE: This article synthesizes the presented research field’s importance and relevance, connecting its theoretical background with practical research. Recommendations and implications for future trends of this research stream might also be helpful for professionals and academicians. ORIGINALITY AND VALUE: The novel studies presented in this issue were done in five different (developing and developed) countries and business sectors that present human-based and non-human-based factors as crucial factors needed to empower business transformation in a complex world. Each group of elements is essential in business success, and their components are interdependent. We need to look at the interactions and interdependencies of their components in a dynamic and network form and cannot simplify the reality, focusing only on one group of business components and ignoring the other. These unique studies provide a valuable outlook to establish dynamic, adaptive business pathways towards a sustainable and resilient organizational future and propose future research paths needed to execute structural changes in businesses.

    Influence of leadership styles on the innovative behavior of Peruvian Army officers

    Esta investigación replica el estudio de la influencia de los estilos de liderazgo en el comportamiento innovador de cadetes peruanos de Norena-Chavez et al. (2021), esta vez con oficiales de la Escuela Superior de Guerra del Ejército del Perú. Se empleó una muestra aleatoria de 103 oficiales de mandos medios. Los datos se evaluaron mediante el modelamiento de ecuaciones estructurales utilizando mínimos cuadrados parciales (PLS-SEM). Se encontró una influencia estadísticamente significativa de los estilos de liderazgo estudiados sobre el comportamiento innovador de los oficiales, aunque con una mayor influencia mostrada por el estilo de liderazgo transformacional respecto al liderazgo transaccional. Esta investigación contribuye a profundizar la comprensión de la relación de los estilos de liderazgo y del comportamiento innovador en el ámbito militar.

    A cracked public administration in Peru: How “Vacunagate” has shaken the foundations of an already damaged society

    While crises are ubiquitous in Latin America, due to its geographical characteristics as well as its turbulent business environment, countries such as Peru have also extreme rates of corruption and deep institutional weakness. These factors, taken together, undermine any attempt of national governments or society’s collective efforts towards achieving sustainability. This paper aims to analyze the “Vacunagate” scandal that occurred in Peru during the first negotiations of the vaccination process against COVID-19, using a case study method, and focusing our discussion from the Agency Theory as well as from leadership and institutional perspectives. The results of the analysis emphasize how the “Vacunagate” event generated relevant constraints towards the achievement of the SDG 16, and its specific targets related to provide justice for all, deal with organized crime, reduce corruption, and create accountable institutions. In addition, the study provides insights and implications for organizations in Peru that would have to operate under a turbulent business environment, considering a business-as-usual corruption and a weak institutional context.

    Análisis del liderazgo gerencial y su influencia en el desempeño laboral: Caso empresa de fumigación

    The general objective of this project is to analyze the type of managerial leadership and how it influences the performance of the employees of a fumigation company. The present project was made from a mixed approach, so it was necessary to use the quantitative and qualitative method and correlational scope, through this investigation it was possible to determine the relationship between leadership and job performance statistically through the Spearman coefficient method. Surveys were carried out on permanent workers and not eventual fumigation companies with various dimensions, applied to a sample of 43 people, measuring the two main variables, leadership style and job performance. It is concluded that there is a relationship between leadership style and work performance, for this reason several ideas were proposed so that there is an improvement in work performance, since there are proposals for communication and recognition of the best employee of the month, a corporate manual, a recruitment program be proposed with the objective that it is not carried out empirically.

    Situación de las organizaciones educativas escolares en pandemia: tres aspectos clave

    Educational organizations were affected by the global COVID-19 pandemic, and, as a result, many of them had to develop strategies and practices in order to continue providing educational services. In light of this, the present study aimed to understand the situation of educational organizations during the pandemic, focusing on the following educational phenomena: organizational resilience, educational improvement, and distributed leadership. To do this, the research was approached through the narrative review method, for which a total of sixty-two sources were examined, from the years 2020, 2021 and 2022. The study concludes that there is evidence of an increase in resilient capacities as well as the exercise of distributed leadership. Additionally, it was concluded that educational improvement facilitated the enhancement of actions related to teaching and learning processes during the pandemic.

    Evidence of validity and reliability of the controlling motivational style questionnaire in the work context

    According to the self-determination theory (SDT), leaders may adopt a controlling motivational controlling style (CMS) that forces employees to think, feel, or behave in a certain way to promote employee motivation. However, a scale has yet to be developed to measure CMS in the work environment. Usually, researchers use questionnaires adapted to different contexts or designed for another motivational style. However, whether these questionnaires capture the behaviors that represent CMS in the work context is little known. This research aimed to elaborate on and analyze the validity and reliability of the questionnaire on Controlling Motivational Style at Work (CMS-W). The study was based on a literature review of the types of controlling behaviors and a review of questionnaires used by SDT researchers who assessed the controlling motivational style in different contexts. A Peruvian sample of 1100 public sector employees participated. The results show that the short and encompassing CMS-W-11 has a one-dimensional structure with good fit indices: Robust RMSEA = 0.071 with 90 % CI from 0.064 to 0.078; Robust CFI = 0.975; Robust TLI = 0.969; SRMR = 0.025 and good reliability coefficients: Ω = 0.930 and AVE 0.630. Furthermore, it shows convergent validity with controlled motivation (r = 0.260, p < .001) and discriminant validity with autonomous motivation (r = −0.270, p < .001). Moreover, the invariance of the gender category was tested. The fit indices were adequate, and the comparative results between the models were also satisfactory. In addition, the behaviors of the CMS in a work context are conditional negative regard, judging and devaluing, control through objectives, intimidation, and intrusive authority. Therefore, labor organizations will have the CMS-W validated and tested in a work context to evaluate the CMS of leaders and study how it related to the motivation of human capital and organizational objectives.

    Left-Wing Extremism in Peru: Structural Conditions, Leadership, and Political Will

    How to understand left-wing extremism? Why does it develop in some contexts and not in others? In the Peruvian social sciences, there is a strong intellectual tradition that establishes a causal relationship between extremist left-wing political options and exclusionary structural conditions. In this chapter, I argue that what is decisive to understand the dynamics of extremism has been how political leadership has diagnosed the political situation and the subsequent courses of political action, based on the diverse array of extremist left-wing experiences Peru has had in the second half of the twentieth century.
