Item type:Publication, Transparency-based protocol for decision-making regarding seismic rehabilitation projects of public buildings(Elsevier, 2021-03-01)Motivation and problem definition: A large number of public buildings designed with obsolete criteria are at high seismic risk and in need of structural rehabilitation. The task of selecting the optimal strategy poses important challenges for decision-makers due to the variety of intervention options and the fact that the construction sector is perceived to be one of the most corrupt in the economy. Given that transparency is an efficient anti-corruption strategy, a protocol is proposed for decision-making in seismic rehabilitation projects of public infrastructure that incorporates criteria which serve to increase transparency in the project development. Methods: Firstly, the literature was reviewed to describe current practices and regulations linked to decision-making in seismic rehabilitation/retrofitting of buildings. Secondly, relevant criteria that should be taken into account to favor transparency in decision-making were proposed. Thirdly, these criteria were integrated into a protocol that uses information and communication technologies (ICTs), Building Information Modeling (BIM), and collaborative methodologies that involve all stakeholders that will participate in the decision-making process. Finally, the protocol was applied to a real decision-making case study for the selection of alternatives for large-scale reinforcement of state schools in the city of Lima. Results: The criteria of auditability or ease of control of the construction process is well regarded by stakeholders as a mechanism to increase transparency. Including these transparency criteria could influence the selection of reinforcement alternatives, especially if the profile of stakeholders is environmentally-oriented. The sensitivity analysis confirmed the dependency of the selection on the decision-maker profile. - Some of the metrics are blocked by yourconsent settings

Since the emergence of the multidimensional poverty concept, emphasis has begun to be placed on certain dimensions that make it up. Given that the exponential advancement of technology has transformed the way the world works, it is relevant to discuss the concept of poverty in the digital sphere. The objective of this entry is to carry out a critical analysis of the literature developed on digital poverty, its background, the factors that compose it, and its relationship with multidimensional poverty. The document concludes by arguing that digital poverty extends beyond the inaccessibility of technological devices since other social variables are also relevant in its definition. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Time to Disconnect: Reflections on a “New” Right with Old Content(Universidad Nacional Autonoma de Mexico, Instituto de Astronomia, 2023-07-01)This article addresses a relatively “new” topic that, with regard to the rapid development of ICT and the increase of remote work due to the COVID-19 pandemic, has risen intense debates and questions in the world of work: digital disconnection. For this purpose, the authors have divided their research into two sections. Firstly, they take a general approach, based on comparative experience and the corresponding doctrinal development, the content of this right, its legal nature, and the controversial debate on the need for its autonomous regulation. Secondly, digital disconnection is analyzed in terms of the regulations that have historically governed working and rest time in Peru. Item type:Publication, The Use of ICT´s for the Teaching of University Teachers(Pontificia Universidad Javeriana, 2023-01-01)This article analyzes the factors associated with the use of ICT’s in a sampling of university teachers (N = 208). It employed questionnaires which measured the use of ICT’s, pedagogical beliefs, teaching self-efficacy, evaluation, access to and support in ICT and institutional leadership. The results showed that traditional teaching beliefs negatively predicted the use of the ICT’s. It discusses the importance of these results for the implementation of ICT and continual training in higher education.
