    Introducing environmental decision-making criteria to foster green public procurement in Peru

    Governments in the Global South have recently started to align their public procurement regulations considering Green Public Procurement (GPP) guidelines to achieve Sustainable Development Goal 12. In this context, it is important to establish environmental criteria to help decision making after analyzing the variety of options available in the market. Thus, using as examples two of the most acquired products in public procurement in Peru: Medium-density particleboard melamine furniture and paper offset, the aim of this paper is to determine the main environmental hotspots and therefore show the path to foster GPP in Peru. To achieve this goal, a Life Cycle Assessment was carried out considering it is a suitable environmental management tool to quantify environmental impacts. For this, a set of scenarios were modeled and compared for each of the two products selected, covering different geographical and technological options that are currently purchased by the Peruvian government. Results demonstrated that it is possible to attain considerable reductions in the environmental impact of the products analyzed if the main critical stages throughout their life cycle are identified and adequate solutions are applied to avoid burden shifting. Moreover, we argue that it is important for developing countries to carry out case-specific life-cycle inventories as they provide higher-quality information based on the particular characteristics of regional or local industries, allowing the determination of more realistic environmental impact mitigation benchmarks. Nevertheless, the inclusion of lifecycle-based criteria in GPP must be performed cautiously, avoiding command and control regulations, as numerous challenges remain in terms of capacity building, environmental awareness, and environmental information, and transparency in emerging and developing economies. Integr Environ Assess Manag 2022;18:1206–1220. © 2021 SETAC KEY POINTS Latin American governments are currently aligning their public procurement regulations with Green Public Procurement (GPP) guidelines to comply with international environmental recommendations, such as Sustainable Development Goals (SDGs) or nationally determined contributions (NDCs). Considering that these nations struggle to develop empirical data to support GPP initiatives, Life Cycle Assessment (LCA) is presented as an attractive environmental management tool to quantify environmental impacts and orient GPP regulations. Two of the most acquired public procurement products in Peru, melamine furniture and paper offset, were evaluated using LCA to identify environmental hotspots, the sensitivity of the results through scenario analysis, and improvement actions to mitigate greenhouse gas emissions and other environmental impacts. Despite the existing challenges linked to building environmental information in Peru, case-specific life-cycle inventories for regional industries have proved to allow the determination of realistic environmental impact mitigation benchmarks to include in GPP.

    Advertising and eco-labels as influencers of eco-consumer attitudes and awareness—Case study of Ecuador

    This study examined the impact of green advertising and eco-labels on the attitudes and environmental awareness of millennials purchasing eco-friendly products in shopping centers across Ecuador. The research utilized a quantitative, correlational, cross-sectional methodology with 430 millennials participating. A 20-item survey was administered face-to-face at shopping centers in Quito and Guayaquil, Ecuador. The validity of the research model was established through Confirmatory Factor Analysis (CFA) and Structural Equation Modeling (SEM), employing SPSS 20 and AMOS 24 for statistical evaluations. Findings reveal that green advertising significantly shapes environmental attitudes (β: 0.245) and awareness (β: 0.110), as well as directly influences the purchasing behavior (β: 0.154) towards green products. While eco-labels do not exert a direct effect on purchasing behavior (β: 0.128), they significantly inform attitudes (β: 0.406) and ecological awareness (β: 0.277) of millennials who purchase organic products. This paper is among the pioneering research to delineate the correlation between green advertising elements and the purchasing patterns of green products among millennials in a developing nation. It concludes that marketing strategies centered on green advertising and eco-labels do affect millennials’ attitudes and environmental consciousness, but only advertising has a direct impact on purchasing behaviors, contrary to eco-labels. The research bears social significance as it affirms that millennials are attentive to environmental issues and are actively engaged in promoting sustainability.

    The mediating role of attitude and environmental awareness in the influence of green advertising and eco-labels on green purchasing behaviors

    Purpose This study aims to identify whether green advertising and eco-labels influence the purchasing behaviors of organic products or whether the influence of such behaviors is presented through the mediating effect of the attitude and environmental awareness of millennials. Design/methodology/approach This study used a quantitative, correlational and cross-sectional design. A total of 430 millennials participated in the study. The questionnaire consisted of 20 questions, distributed across five variables. It was applied to people outside shopping centers in the city of Quito and Guayaquil, Ecuador. The results were subjected to statistical tests to determine the internal consistency of the instrument. The convergent and discriminant validity of the research model was verified through confirmatory factor analysis and structural equation modeling. SPSS 20 and AMOS 24 were used for statistical analyses. Findings The study identified that attitude and environmental awareness mediate the relationship between green advertising and green purchasing behaviors, as well as the relationship between eco-labels and green purchasing behaviors. Furthermore, it has been proven that green advertising directly influences the green purchasing behaviors of organic products among millennials, whereas eco-labels do not. Originality/value This study is among the initial investigations to delineate the connection between elements of green marketing and the buying patterns of organic goods among millennials in an emerging economy. The study provides answers to earlier scholarly inquiries that proposed examining the correlation among the constituents of the theorized framework.

    Personal variables in attitude toward green purchase intention of organic products

    The present research aims to determine whether environmental awareness, green self-identity, and subjective norms influence the attitudes of consumers who identify with environmental issues and have green purchasing intentions for organic products. The research was quantitative, correlational in scope, and cross-sectional in design. It was applied to 710 Peruvian millennials. A questionnaire consisting of 20 questions was applied, which was quantified through a five-point Likert scale. The results were processed through an Exploratory Factor Analysis (EFA), a Confirmatory Factor Analysis (CFA), and Structural Equation Modeling (SEM). Statistical analyses were developed using SPSS 24 and AMOS 24. The study identified that the personal variables influencing the environmental attitudes of millennials who intend to buy green organic products are green self-identity and subjective norms. While environmental awareness does not influence environmental attitudes, it does influence the green self-identity of Peruvian millennials. This study is one of the first to identify the personal variables influencing the environmental attitudes of Peruvian millennials who intend to buy green organic products.
