Análisis del Programa Nacional de Dotación de Materiales Educativos del Perú.(Pontificia Universidad Católica del Perú. Escuela de Gobierno y Políticas Públicas, 2018-06)Este documento analiza los vacíos regulatorios en el marco normativo de las contrataciones públicas del Estado a partir de los cuales se generan oportunidades para la comisión de actos corruptos. Basado en el estudio a profundidad del caso del compras de computadoras (2015-2016) desarrollado por el Ministerio de Educación a través del Programa Nacional de Dotación de Materiales Educativos, esta investigación identifica tres fuentes primordiales que promueven la corrupción: (i) la desregulación de la incorporación de necesidades de contratación en los planes de compras del ministerio, (ii) el empleo sesgado e intencionado de características técnicas de los bienes a comprar y (iii) la alta discrecionalidad de los funcionarios públicos sobre los estudios de mercados (o comparación de precios) previos a la contratación de una empresa. Tales mecanismos configuran un escenario que, sumado a la falta de una coordinación centralizada de sistemas administrativos del Estado participantes en los procesos de contratación, contribuyen a incrementar la discrecionalidad y oportunidades para la aparición de actos corruptos. Esta investigación también presenta una discusión teórica sobre la definición y alcances de la corrupción así como una revisión de los sistemas administrativos que participan en las compras públicas del Estado peruano. - Some of the metrics are blocked by yourconsent settings

Fondo Editorial, 2019-11-29)This study presents a qualitative research based on the psychoanalytic theoretical framework with the purpose of realize an analysis of the 101 audios published by the IDL Reporteros website, about corruption in the Consejo Nacional de la Magistratura of Perú. The psychoanalytic framework allows to analyze the presence of unconscious mechanisms inscribed in the instituted links between the main characters of these audios, also called «hermanitos». The research presents a route of the psychoanalytic ideas related to group and institution phenomena, from Sigmund Freud to contemporary authors like Kaës and Ulloa. Freud’s work allows to analyze unconscious mechanisms like projection, idealization and identification. Kaës proposes group mechanisms like denied pact and narcissistic contract, and Ulloa highlights the tragic entrapment, an institutional and social device that perpetuates cruelty where there’s no other that intercede. The results show the emergence of eight categories obtained through thematic analysis. Based on the results, we describe the functioning of the power structure of the hermanito’s group, maintained on corruption and an excessive seizure desire and exploitation of others, characteristic of omnipotent fantasies expressed on denied pacts or agreements that pretend to be above civilization and its discontents. About its functioning, we can remark a common language and speaking in code that brings cohesion to the group and allows observing the relationship between subjects. The group reflects a vertical power structure in which subordinates are exploited and forced, as well as dependents. In it stand outs unconscious alliances with evident family springs that ensure its continuity by activities of enjoyment and exclusivity. Likewise, external threats generate paranoid fantasies that reinforce speaking in code, as well as place out a persecutor that threats the perpetration of this structure.3 - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Percepción de eficacia en el control de la corrupción y su relación con el clima socioemocional y la identidad nacional en el Perú: Un estudio experimental(Pontificia Universidad Católica del Perú. Fondo Editorial, 2021-07-21)This article reviews the definition of corruption and its individual, macro and micro-social correlates. In an experimental field study with a representative Peruvian sample (N = 1254), participants were informed of a highly effective legal management of corruption control (95% of cases were tried and punished) versus a control of low efficacy (only 5% were tried and punished). The induced information on the effectiveness in the control and sanction of corruption led to a greater perception of collective efficacy in dealing with deviation and a better balance of socio-emotional climate in the high-efficacy group. The most effective experimental induction interacted with interest in politics and produced a greater percep-tion of efficacy in the control of corruption and a better balance of socio-emotional climate in people of high interest. Additionally, it is observed that the identification with Peru increased only in people who previously trusted the justice system (judicial power) and who were informed of a high efficiency of corruption control. The results are discussed within the framework of the group dynamics of control of deviance and group identity and the importance of the institutional context and the level of interest in politics.1 - Some of the metrics are blocked by yourconsent settings
