    Mujeres campesinas y nueva ruralidad: Entre el auge y la crisis económica y ambiental de la producción de quinua en el Altiplano Sur de Bolivia

    El presente trabajo constituye un estudio de caso que busca analizar el rol que desempeñan las mujeres productoras de quinua en el contexto de los cambios socioambientales que provocó el auge y la actual crisis de los precios en la provincia Nor Lípez del Altiplano Sur de Bolivia. Este análisis pretende descifrar el impacto que produjo el auge económico en la sostenibilidad de la producción de quinua dentro de un contexto de constante expansión del mercado, a partir del incremento de la participación de las mujeres.

    ¿Cómo enverdecer el derecho comunitario andino?: propuestas para insertar políticas de precios al carbono en un contexto de recuperación verde de la Comunidad Andina

    The global pandemic crisis has created a valuable opportunity to promote green recovery policies at the level of regional integration blocks that are tightly aligned to climate policies, including carbon pricing. The European Union’s Green Deal is an example. We propose that the Andean Community (CAN, by its acronym in Spanish) follows that example by establishing carbon pricing policies in its community law framework, adapting it to its level of regional integration and to the needs of its member countries. We suggest five ideas of carbon pricing policies that Andean countries could adopt within the CAN: phasing out of fossil fuel subsidies, regulating a border-adjustment carbon tax, creating a regional carbon tax, defining a reference social carbon price, and establishing a regional carbon market. To achieve them, the Andean Community can choose between establishing community legislation of uniformization or harmonization. We argue that harmonization is the best option because it would allow for setting a realistic and viable goal, freeing each member country to decide how to attain it.

    El proceso político de las iniciativas legislativas climáticas en el Perú: la tortuosa travesía de la Ley Marco sobre Cambio Climático (2008-2018)

    This article seeks to contradict the assumption that environmental and climate issues are subordinated to the economic growth agenda in public policy and legislative decisions. On the contrary, it proposes that certain political conditions and extraordinary events might be coordinated in such a way as to successfully drive environmental and climate initiatives into public debate, which, far from being seen as residual issues that can be postponed without major political costs, eventually manage to overcome the hurdle of economic objections and ideological misgivings. To support this argument, we analyze the complex political process that Law 30754, Framework Law on Climate Change, has faced since even as early as 2008, with the first bills, until its approval in the Congress of the Republic in 2018 and its subsequent enactment by the Executive Branch.

    In a global context of generalized urbanization, Latin America is characterized by its high rate of urban population, persistent inequality, and vulnerability to climate change. This article offers a panoramic introduction to the relationship between urbanization and environment, emphasizing the importance of expanding and giving greater attention to this agenda within urban studies. The topics discussed do not exhaust the field, but rather suggest possible research pathways. Moreover, the text helps situate the studies included in this issue of the journal.

    Bioeconomía circular y gobernanza climática en la región andina: fundamentos para un Pacto Verde Andino

    This article examines the relevance of emerging sustainable development paradigms in the Andean region, focusing on bioeconomy, circular economy, biotrade, and, in an integrated manner, the green circular bioeconomy. Using a qualitative and comparative approach, the study analyzes the European Green Deal as a reference framework to assess the institutional, productive, and governance capacities of the Andean Community (CAN) in addressing climate change challenges. The findings indicate that, while each paradigm offers valuable contributions, their isolated application is insufficient to address the complexity of environmental, social, and structural challenges faced by the region. In this context, the green circular bioeconomy emerges as the most coherent approach, as it integrates the sustainable valorization of biodiversity, circularity principles, technological innovation, and explicit objectives related to social inclusion and climate resilience. The analysis also highlights regional integration as a key enabling factor for policy coordination, regulatory harmonization, and the mobilization of green finance. Based on these findings, the paper proposes the development of an Andean Green Deal as a regionally adapted institutional framework aimed at fostering a sustainable, inclusive, and long-term productive transition.
