Peru is a country of great social inequalities and low public expenditure in health. There have been advances in communicable diseases and maternal and infant health, but non-communicable diseases constitute 60 per cent of the burden of disease and there are 45 000 new cancer cases per year. Low social investment and a centralized system of cancer care discriminate against indigenous people. One third of women en Lima have had a mammography in the last two years but only 4 per cent in total areas. Papanicolau, a basic preventive exam for cervix cancer, covers only 50% of women in the Andean and jungle regions. Lima concentrates three of every four cancer specialists and the costs of treatment are high. Having Peru benefit from the commodities prices boom in the last decade, the policy against cancer has been slow and insufficient. Only from 2012, after eight years of fiscal plenty, a public program against cancer was established. Cancer accounts for 18% of all deaths in Peru but less than 6%of the national health budget, equivalent to only 0,12% of GDP. Between 2008 and 2012 fiscal revenues increased from USD 13,000 to 26,000 million, however, in 2012 the budget for cancer was only USD 130 million. Since 2014 fiscal revenues have gone down and the government has reduced the budget for cancer in 2016 and 2017.

The implementation of public policies for risk prevention and protection of early childhood continues to be a major challenge for Latin American countries. Although there are international and national regulatory frameworks, policies require articulated multisectoral management with a holistic approach, focusing on developing competencies in those involved in child development: family, school, and community. This process also involves a paradigm shift, banishing the needs-based approach and assuming the human rights-based approach from the perspective of diverse childhoods. The existing regulatory frameworks are still discursive, not operational enough, and disjointed at the different levels of government. This research analyzes the international and national efforts that allowed public policy implementation and reveals how much is being done and how little progress is being made to achieve short and medium-term results that will benefit early childhood.

    Interrumpir la interculturalidad
(Pontificia Universidad Católica del Perú, 2024-06-18)
This article reviews the debate around the category of interculturality to highlight its theoretical achievements and its current relevance in public policy. However, it also attempts to show its limits, contradictions and aporias. Beyond asking what interculturality refers to, it reviews how it is used and what effects it has in the spaces where it is implemented. The ideas arise from a permanent observation of different projects, although this is not ethnographic research. In this case, it has been of interest to place the theoretical discussion in the foreground.

This article sets out the proposal to establish an Observatory for Intangible Cultural Heritage and Museums of Peru, conceived as a space for research, coordination, and cultural management. It also reflects on the historical processes of heritage-making and the challenge of ensuring the safeguarding of intangible cultural heritage. The Observatory seeks to integrate digital tools for inventory creation, data analysis, and innovation, with a territorial approach that positions regional museums as nodes of citizen participation and decentralization. It is envisaged as a platform capable of systematizing information, generating cultural indicators, and fostering community participation in heritage safeguarding.

Policy Capabilities for Driving Sustainable Development: A Comparison of Two Regional Governments in Peru
