Item type:Publication, Paraguay 2022: Personalization Within a Strong Party System(Pontificia Universidad Catolica de Chile, 2023-01-01)The year 2022 in Paraguay was marked by internal elections of political parties and scandals related to corruption, insecurity, and organized crime. Former president Horacio Cartes was elected as the new president of the governing ANR, and his candidate, Santiago Peña, won the ANR internal elections to become the ruling party’s presidential candidate in 2023. The article argues that in this context, the two traditional parties opted, paradoxically, for opposing strategies, albeit with strong personalistic elements in both cases. In a political system characterized by a combination of personalistic politics and strong party machines, Cartes achieved to dominate the political scene, despite accusations of corruption against him. We argue that he diverted the attention from the corruption charges to conservative anti-gender issues in the public agenda and used this discourse to win ANR internal elections in the second half of the year. We also show that the ossification of the Paraguayan party system had negative consequences for democracy in the country in 2022, related to the personalization of political parties, corruption scandals in politics, and increased public insecurity and drug trafficking. Although party system collapse is unlikely, we conclude the article by showing that Paraguay can offer some comparative lessons for democracy in other Latin American countries. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Madame Lynch (1957) and the Emergence of a New Sentimental Regime(Universidad de Alicante, 2023-01-01)This article focuses on the novel Madame Lynch, written by the Paraguayan feminist María Concepción Leyes de Chaves in 1957. During this year, the struggle for the female vote in Paraguay was at a decisive moment. In this context, the writer reconstructs and gives a new profile to Elisa Alicia Lynch, a woman whose morals had been publicly questioned because she had been the lover and mother of President Francisco Solano López’s children, even though she had previously married another man; because she influenced her husband’s political decisions and publicly expressed her opinion about the War of the Triple Alliance; and also because she denied the education that her family had given her from an early age.The first half of the article begins with an overview of the situation in Paraguay when the novel is published, it also talks about the women’s movement and its relationship with power; the role runs through various reconstructions of Madame Lynch that were made before and after she died; and ends with a presentation by María Concepción Leyes de Chaves as social subjectivity. The second half of the paper focuses on the analysis of the novel Madame Lynch based on the theory of affects. This approach will allow us to verify how, in the novel, the meanings and emotions that surrounded the character for decades are displaced and a debate on the identity of political women is also opened. Given the activism of the writer and the moment the nation was going through when the work at hand appears, it will be easy to see how María Concepción used her centrality and literature to turn the identities of political women into desirable elements for her present and, in this way, argue in favor of the participation of women in decision-making spaces. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, La Ciencia Política y su enseñanza en Paraguay: transformaciones y desafíos de la disciplina(Universidad de Chile, 2025-07-26)La Ciencia Política y su enseñanza están débilmente institucionalizadas en Paraguay. La producción académica en esta disciplina es aún limitada y posee escasa inserción a nivel internacional. Este artículo argumenta que la enseñanza de la disciplina como una de las principales causas de su debilidad estructural. A su vez, la situación de su enseñanza refleja problemas más generales como la falta de financiamiento para la enseñanza, la inestable y limitada presencia de profesores con doctorados en Ciencia Política, la estructura curricular inadecuada o los escasos incentivos para la investigación. La investigación se basa en revisión documental, entrevistas a profundidad a profesores y estudiantes en las dos principales universidades que ofrecen programas de grado en esta disciplina en Paraguay y literatura secundaria.1
