En este contexto, propone una tipologia de los plazos de prescripcion del procedimiento administrativo disciplinario de la Ley 30057, Ley del Servicio Civil, analizando los problemas que cada uno de ellos presenta; y esboza algunas propuestas de mejora normativa que permitan que estos plazos sean realmente garantistas tanto para los servidores imputados como para la Administracion Publica. EnglishThe present paper treats about the juridical nature of prescription in administrative sanctioning law and the treatment that it receives in the composition of administrative liability of civil servants. In this context, the paper proposes a typology of prescription period of the administrative disciplinary procedure of the Civil Service Law, analyzing the main issues that each of them present, and makes some proposals of normative improvement that allows these periods to be protective for accused servants and also for Public administration. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, “Nosotras también estamos en primera línea”: Las mujeres de las Ollas Comunes de Lima Metropolitana durante la crisis de la Covid-19(RELX Group (Netherlands), 2021-01-04)Spanish En el contexto de crisis sanitaria en el Peru, las medidas adoptadas por el gobierno , que incluyeron restricciones de movilizacion, cese de algunas actividades laborales y el aislamiento obligatorio, han impactado de forma diferenciada en la poblacion de la capital limena de acuerdo con el nivel socioeconomico y el sector productivo en el que se desempena. Esta situacion ha exacerbado la lucha diaria por conseguir alimento, lo que ha llevado al resurgimiento de las organizaciones autogestionarias de subsistencia, expresado en la aparicion de mas de 900 ollas comunes en Lima Metropolitana. El objetivo principal del presente trabajo de investigacion es analizar el impacto de la crisis actual originada por la COVID-19 en la organizacion de las mujeres organizadoras de las ollas comunes de Lima Metropolitana. Para ello, se opto por una metodologia cuantitativa: se aplicaron 60 encuestas con el fin de conocer el perfil actual de las mujeres participantes de las ollas comunes, identificar los roles que ellas desempenan en dichas organizaciones y conocer su organizacion interna. La hipotesis planteada propone que, a raiz de la crisis nacional causada por la pandemia de la Covid-19, las economias familiares peruanas se vieron fuertemente afectadas, lo que ha generado la intensificacion de la organizacion barrial que es observable, especificamente, en la reactivacion de las ollas comunes de Lima Metropolitana que han sido, principalmente, gestionadas por mujeres. English In the context of the COVID-19 pandemic in Peru, the measures adopted by the government, that include the restriction of mobility, the cessation of work activities and obligatory isolation, have had a differentiated impact through the citizens of Lima, the capital city according to their socioeconomic level and the productive sector in which they work. This situation has exacerbated the daily struggle for food obtainment, which has led to the resurface of self-managed organizations for daily life sustenance, that has become visible in the over 900 common pots created in the present year. The main objective of this research is to analyze the impact that the current COVID-19 crisis has in the organization of women that organize the common pots in Lima Metropolitana. This research has opted for a quantitative methodology approach: it counts with 60 surveys with the aim of getting to know the current profile of the women that participate in the common pots, to identify the main roles in these and their internal organization. The hypothesis is that the national crisis, caused by the COVID-19 pandemic, has impacted severely the economy of peruvian families, which has generated an intensification of community organizations, specifically, in the reactivation of the common pots of Lima Metropolitana that are, mainly, mana. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Trabajo remoto y pandemia en el ministerio(2021-07-31)espanolA raiz de las medidas dictadas por el gobierno para afrontar la crisis del covid 19 el Ministerio de la Presidencia organizo al personal para dar respuesta a las demandas de las entidades publicas a nivel nacional. Si bien el acompanamiento y respuesta del equipo tecnico no se detuvo, si hubo situaciones que pusieron en riesgo al personal del ministerio con el proposito de dar continuidad al servicio. En este contexto y debido al incremento de contagios, se establecio la modalidad de trabajo remoto que significo la reorientacion de la gestion de los recursos humanos, materiales y tecnologicos. Asi como, la busqueda de la armonia entre el ambito laboral y familiar. EnglishAs a result of the measures dictated by the government to face the COVID-19 crisis, the Ministry of the Presidency organized the staff to respond to the demands of public entities at the national level. Although the support and response of the technical team did not stop, there were situations that put ministry personnel at risk in order to continue the service. In this context and due to the increase in infections, the remote work modality was established, which meant the reorientation of the management of human, material and technological resources. Item type:Publication, El potencial de desarrollo de proyectos de almacenamiento geológico de CO2 en el Perú: una propuesta(Científica del Sur University, 2022-01-01)La captura y el almacenamiento geológico de CO2 (CCS) es una alternativa para la mitigación del cambio climático que ha sido poco analizada en la región oeste de Sudamérica. El objetivo de este documento es presentar resultados de una investigación previa sobre zonas potenciales para el almacenamiento geológico de CO2 en el Perú y brindar recomendaciones orientadas a la implementación de una política pública en el Perú. El estudio previo concluye que es posible realizar el almacenamiento geológico en algunos lotes de extracción de hidrocarburos ubicados en la región de Piura, debido a sus condiciones geológicas, la infraestructura en el sitio y de conexión con las principales fuentes de emisión de CO2. A la luz de estos resultados, se recomienda establecer una secuencia metodológica y procedimental para proyectos de CCS que incluya estudios de aceptación social. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Soberanía popular y sujetos políticos emergentes: reflexiones desde el Perú del siglo XXI(National University of Córdoba, 2022-07-25)Este artículo discute la preponderancia que han alcanzado la idea y el ejercicio de la soberanía popular en la política peruana del siglo XXI, en un contexto marcado por la crisis de la democracia representativa inaugurada en 1980 y reinstituida –en clave neoliberal– en el año 2000. El argumento central es que un conjunto de expresiones de soberanía popular emerge para expresar, desde el espacio público e informal de la calle, un cúmulo de demandas sociales desatendidas por el Estado e inadecuadamente canalizadas por el sistema de representación política. Se revela la existencia de una pluralidad de sujetos sociales politizados, cuya diversidad expresa el carácter pluricultural y desigual de la sociedad nacional, pero constituye también un límite importante para la articulación de proyectos políticos de mayor envergadura. - Some of the metrics are blocked by yourconsent settings

El objetivo principal es ahondar en la postura estética y política de César Moro, a partir de su crítica a la modernidad peruana de la primera mitad del siglo XX, una que buscaba asentarse sobre la figura del “indio”. Para construir y sostener su perspectiva, el poeta y pintor se localizó en el Hospital Psiquiátrico Víctor Larco Herrera como espacio de enunciación. Item type:Publication, Entre a representação e o silêncio. “La Página del Pueblo” no primeiro ano da revista Mundial (Peru, 1920-1931)(Universidad Nacional de Colombia::will be referenced::ROR-ID, 2024-06-29)To analyze Mundial magazine’s “La página del pueblo” (LPDP) within the context of Augusto Leguía’s “Patria Nueva” and the conceptualizations about the magazine genre. Methodology: By focusing on LPDP during the magazine’s first year of circulation, we aim to delve into the problematics posed by this section, especially during a time of alleged sociopolitical opening and renewal. The disciplinary fields include: magazine studies, which provide a framework to address the materialities and understand the uniqueness of Mundial with regards to other equivalent publications in the region; history studies, to insert the themes and problems into the map of the discussions and situations of the moment; and visual culture studies, with the guidelines to analyze the written-visual frameworks and consider the section as the image-object granted to “el pueblo” silenced and violated in other sections of the magazine. Originality: There is a lack of studies about Mundial’s “La página del pueblo” or about specific sections of the magazine. The presence of relevant figures from the literary-intellectual field, such as Mariátegui, evaded concerns about a controversial publication that, despite giving a platform to intellectuals associated with a vindictive thought, remained, as this reading from the edge to the center suggests, close to the interests of the liberal bourgeoisie and Christian thought. Conclusions: LPDP was the discussion platform for problems of a socio-national group that remained as an object of reflection and not as a political subject. The reduced amount of images of popular sectors, as well as their mediated depictions and continuous infantilization, showcase to what extent the attempts to represent popular groups actually had the opposite outcome. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, La Aduana digital y su relación con la simplificación de los procedimientos aduaneros(2023-01-01)The digital economy is a global trend and it intensified during the pandemic that hit the entire world, which is why currently public institutions must invest in technology to be able to adapt administrative procedures to electronic administrative procedures, eliminating barriers of time and space with the purpose of improving the quality and transparency of the public service. Customs is the entrance door and the exit door for people and goods that are the object of foreign trade, which is why digital Customs is a categorical imperative in the context of the digital economy, being essential for total digitization of customs procedures an ideal regulatory framework both in the General Administrative Procedure Law, and in the General Customs Law, which is the special norm in customs matters. The pandemic evidenced the shortcomings in the logistics of Peruvian foreign trade and, above all, the lack of technology in customs procedures despite the fact that, for a little over a decade, Peru had been experiencing important regulatory changes related to the intensive use of technology, electronic transmissions and digital platforms aimed at avoiding physical contact between people and promoting the non-use of papers. The global needs derived from the pandemic in relation to reducing the negative impacts on international trade flows justified the concern of supranational institutions such as the World Customs Organization (WCO) who, based on best practices, issued a series of recommendations to deal with at this special juncture. In Peru, a series of provisions were made to restore and strengthen the international logistics chain, through the joint work of the public and private sectors, the public sector made the appropriate and necessary legislative and regulatory changes, for its part the private sector carried out the necessary investments to be able to supply the market with the goods and services demanded. In this context, it is evident the material and legal need to have a digital customs office where the electronic document has the same validity as the physical document, the principle of presumption of veracity is applied in its real dimension and customs procedures are one hundred percent digital. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Evaluación heurística remota de un prototipo para el website del US Department of Labor usando DUXAIT-NG: una nueva herramienta en acción(2023-12-09)En el contexto de una experiencia de rediseño de UX, se eligió el US Deparment of Labor como proyecto para analizar sus pain points y rediseñarlo. Se concluyeron todas las etapas del rediseño asignado, incluida la evaluación. Asimismo, en una iteración de validación de los resultados, se propuso obtener cuantitativamente el nivel de usabilidad del prototipo. Para ello, se seleccionó el método de evaluación heurística de Granollers. En este sentido, se propuso previamente un proceso unificado que soporta toda la evaluación UX, y se liberó la herramienta DUXAIT- NG. Entonces, se llevó a cabo un caso de estudio en el que se planificó la evaluación heurística remota, donde un equipo de 4 evaluadores expertos interactuó con el rediseño y, por último, se analizaron los resultados. Todas estas actividades se realizaron con la herramienta DUXAIT-NG. Esta herramienta no solo demostró proporcionar un apoyo adecuado a todo el proceso de evaluación, sino que también supuso una ventaja en comparación con la aplicación manual de la evaluación. Por último, según el método Granollers, el rediseño del sitio web obtuvo un nivel de usabilidad del 83,31%. Con estos resultados, se validó la usabilidad de la propuesta realizada por el equipo que llevó a cabo el rediseño. Además, el equipo obtuvo importantes conclusiones del análisis de los informes de los evaluadores. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Enseñar ciencias y promover habilidades de pensamiento crítico: una articulación necesaria(LA Referencia, 2023-02-27)The transformation of the rationalities that underlie the way in which the teaching-learning process is carried out in universities has become a challenge for pedagogical models in higher education. This challenge becomes greater in the case of the areas of Science and Engineering where a conservative pedagogical practice has prevailed. For this reason, it is necessary to search for alternatives to traditional teaching in which the development of other capacities and skills in students that contribute to the formation of permanent and autonomous learners is incorporated. This paper reflects on this situation and presents the results of the implementation of a strategy to promote critical thinking skills with first-year Science and Engineering students from a Peruvian university, in the context of a General Chemistry course.
