This article exposes and analyzes different actions in which the Armed Forces can participate taking advantage of what Kingdon (1984) calls «windows of opportunity», which will remain open for short periods and if they are not taken advantage of in the political process, the opportunity cost will be lost, and it will be necessary to wait for another one to appear again at a certain moment; all this with the purpose of strengthening the State’s capacity to benefit the population and of having a country on the path to sustainable development. The Armed Forces play a very important role in the State’s sustainability strategy, and they have managed to be considered as an insurance against future conflict scenarios related to climate change. They could participate in supporting society through a significant contribution to adaptation to climate change. In this sense, the armed forces should be strategically considered and prepared as a risk manager.

Faced with the urgent call to action raised in the latest IPCC report, this paper takes a panoramic review at the general problems of Peruvian cities tackling climate change, revealing that the challenge is twofold: to build resilience to climatic variability, but above all to overcome the structural causes that produce high levels of social and ecological vulnerability. It is concluded that the four dimensions of environmental justice -distribution, recognition, participation, capacities- allow a more complete analysis of the vulnerabilities to overcome and achieve fair resilience; also, progresses have been found in this regard.

Pandemia, Cambio Climático y el Perú
(Pontificia Universidad Católica del Perú. Instituto de la Naturaleza, Tierra y Energía (INTE-PUCP), 2022)
This article presents an analysis of the relationship between the pandemic and climate change, as well as an analysis of the impact of its effects in Peru. In this way, it contrasts the different international commitments assumed by Peru for the mitigation of climate change and the actions that have been taken to achieve these commitments. This brings to light the problems of governance and institutional strength, which have been evidenced, and in other cases aggravated, by the pandemic. To conclude, different legal perspectives on the General Law on Climate Change will be presented, in order to point out the challenges Peru faces in achieving effective legislation on climate change mitigation.

Agriculture and climate change. Impacts on livelihood subsystems in the Central Andes of Peru
    (Wydawnictwo UMCS, 2022-06-03)
Climate change is a process that is affecting the daily living of societies in the world, especially because it disturbs the behavior of the ecosystems that support life. Agriculture is central to our existence and the effects of climate changes on crop productivity are already being studied with specific recommendations such as those given by FAO for tropical and mountain regions. This time, a rapprochement will be made to the impacts of climate change on subsystems related to subsistence food production and strategies that could be adopted to improve the economic income of its practitioners. Reference will be made to what happens in the Central Andes, especially in Peru, where, according to the 2012 National Agricultural Census, there are 68% of agricultural units from 0.1 to 5.0 hectares affecting 1,231,000 households. The objective is to show that there is a significant number of rural families that must also be considered in efforts to improve their quality of life that can be homogenized with that of the rest of Peruvian society. The development policies of family farming do not take into consideration subsistence farmers with agricultural units under three hectares, however, they should be included in the development agenda to ensure their sustainability against risks, such as climate change. The methodology of this research is deductive-inductive based on written documents and field experiences in different parts of the Peruvian mountains.

University environmental management and attitude towards climate change in teachers

Competences in environmental health and climate change in university students

Contribution of vegetation fragments to carbon storage in agricultural landscapes of the Peruvian Amazon
(Facultad de Ciencias Biologicas, Universidad Nacional Mayor de San Marcos, 2024-01-01)
In the present study, carbon stocks were quantified in seven agroforestry landscape fragments: (1) heavily logged primary forest, (2) secondary forests of 5, (3) 10, and (4) 15 years originating from pastures, (5) cacao agroforestry, (6) productive Brachiaria decumbens grassland, and (7) degraded Brachiaria decumbens grassland. These fragments are characteristic of agricultural estates in the Ucayali department, Peru. The carbon stored (the total sum of aboveground and soil) in the primary forest was 267.26 t/ha; in 15-year secondary forest, 232.30 t/ha; in 10-year secondary forest, 162.1 t/ha; in 5-year secondary forest, 124.42 t/ha; in cacao agroforestry, 108.82 t/ha; in productive B. decumbens grassland, 72.57 t/ha; and in degraded B. decumbens grassland, 60.47 t/ha. Significant differences (p ≤ 0.0001) were observed between the carbon stock values of the seven fragments (R2 = 0.51, and CV = 53.66%). Orthogonal contrast tests showed that the carbon stored in the primary forest fragment significantly exceeded the average carbon of the other fragments, while the carbon stored in the secondary forests significantly exceeded that stored in the cacao agroforestry fragment. No differences were found in the carbon stored in both grasslands, nor between the 10- and 15-year secondary forests. The increase in the number of families and species directly related to the age of the secondary forest provides evidence of the recovery of botanical diversity.

Between Resistance and Status Quo: Cultural Dynamics of Online Climate Denial
    (Universidad Cientifica del Sur, 2023-07-26)
Although it has become vital for the social sciences to study the phenomenon of climate skepticism (or denial), the majority of studies reviewed have overlooked its cultural dimensions. The aim of this article is to identify the climate change imaginaries that are constructed and circulated in the Watts Up With That? Facebook group, and the narratives that are used to sustain them discursively. By means of an analysis of group posts and discussions, I show that these nurture a skeptical discourse in which a few recurrent themes create a polarized moral landscape, and are discussed in an environment of self-legitimization and rejection of the official scientific discourse. As my main conclusion, I propose that climate change denial represents a defense of the status quo, and constructs an environmental imaginary which is based on the separation between human beings and nature, and on the Enlightenment narrative of infinite progress.

Rasmussen, Mattias Borg. (2024).
