Item type:Publication, Good Health Indicators are Not Enough: Lessons from COVID-19 in Peru.(National Institutes of Health, 2020-12-01)Peru received international acclaim for being one of the first countries to implement a comprehensive package of measures to control the spread of the COVID-19 pandemic. The government imposed a general lockdown, combined with social protection measures--mainly cash transfers and the distribution of food parcels. This was an attempt to mitigate the impact of the lockdown, in a country where 70% of the population works in the informal sector. Yet despite this, the transmission rate remained high, and as of early June Peru's COVID-19 mortality rates were amongst the highest worldwide. The pandemic has shed a stark light on Peru's failure to guarantee the right to health and the limits of the tools used to assess the health system's performance. Over the past two decades Peru has been praised for introducing a series of reforms aimed at achieving Universal Health Coverage (UHC), primarily through the expansion of health insurance across low-income groups. Nevertheless, reforms have failed to overcome the historical fragmentation of the system, where access to services is determined by income, gender, and geographical location. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Designing a Framework for E-Government Adoption in Peruvian State Enterprises Using COBIT 5.0(European Organization for Nuclear Research, 2020-08-19)As part of the regulatory compliance process and the streamlining of public administration, the Peruvian government has implemented the National E-Government Plan in all state institutions with the aim of providing citizens with solid services based on the use of Information and Communications Technologies (ICT). As part of the regulations, the requisites to be met by public institutions have been submitted. However, the lack of an implementation model was detected, one that can serve as a guide to such institutions in order to materialize the organizational and technological structures needed, which allow them to provide the required digital services. This paper develops an implementation model of electronic government (egovernment) for Peru's state institutions, in compliance with current regulations based on a COBIT 5.0 framework. Furthermore, the paper introduces phase 1 of this model: business and IT goals, the goals cascade and the future model of processes - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Respuestas del Estado peruano frente al crimen organizado en el siglo XXI(Universidad Icesi, 2020-05-01)The fight against organized crime has become one of the priorities of the Peruvian State's criminal policy. As a result, the Peruvian government has approved different measures to control this phenomenon. The aim of this paper is to describe, from a theoretical and empirical approach, the overall picture of the manifestations of organized crime in Peru and the State's responses to control it. In this context, it is proposed to identify the existence, or not, of sufficient elements to configure an efficient general policy against organized crime. In order to do so, a legislation and records review was carried out, which allows to critically assess the progress and challenges of the State's responses to face and sustain a more efficient policy of control and fight against criminal organizations in Peru. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Reacting to Change within Change: Adaptive Leadership and the Peruvian Response to Venezuelan Immigration(Wiley, 2020-09-09)Abstract Peru is the second most important destination country for Venezuelan emigration. The country’s policy response can be separated into two distinct phases: the first one, under former president Pedro Pablo Kuczynski (July 2016–March 2018), is characterized by relative openness; the second one, under incumbent president Martín Vizcarra (in office since March 2018), is characterized by policy closure and a shift towards securitization. In this paper, we apply the concept of adaptive leadership to explain the stark difference in the migration‐related governance of both presidents. We find that the policy shift can be explained by an interplay between three factors: an internal political crisis due to conflict between the executive and legislative branches of government; the change in number and social profiles of Venezuelan migrants, with a tendency towards lower social, economic and educational statuses; and the rise in xenophobic attitudes among the Peruvian population. - Some of the metrics are blocked by yourconsent settings

Item type:Publication, Attempts for an effective renewable-energy knowledge transfer at Peruvian universities(IGI Global, 2021-01-25)Researchers at Peruvian universities are looking for opportunities to effectively interact with business enterprises and communities. They have also looked for government funding for these initiatives. These interactions are governed by the “triple-helix” concept of university-company-government interaction. Research groups in both the public and private sectors are trying to implement these links. In the present work, the authors evaluate a sample of Peruvian university research groups that study renewable-energy topics. The methodology considers case studies at five Peruvian universities. A model is proposed according the third academic revolution for accelerating interactions, research, innovations, and publications on the renewable-energy topic. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, The factors of employee performance: a study of SearchNEasy(2021-03-20)SearchNEasy is a Malaysia-based Web Development Company providing leading customized web solutions for worldwide business over the past 20 years. People, process, and technology are three elements for successful business transformation. The ongoing Covid-19 pandemic affects the workload of employees as the demand for the company's service for web design increases due to the Movement Control Order (MCO), where the Malaysian government commands the closure of all private and government sectors, except those deemed as essential needs. This research intends to understand the factors contributing to employees’ performance. This study was conducted through primary and secondary research with respondents and existing data. Through this study, employees’ performance, job stress, job demand, organizational culture, and organizational rewards were analyzed. It was shown that job stress is one of the factors of employee performance in SearchNEasy due to the increase in workload and lack of employees during the Covid-19 pandemic. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Expropriation and consequence: Peru-United States relations (1963–1975)(2022-05-11)This article studies the nature of Peru-United States relations during the period 1963–1975 through an analysis of the dispute over the potential expropriation of the US-owned International Petroleum Company. The United States government implemented a tough policy towards the first government of Fernando Belaúnde – who sough a “special” relation with the Unites States –characterized by the threat of economic sanctions if the Peruvian government did not solve the issue in favor of the company. The threat of the Hickenlooper Amendment, which sought to penalize countries that expropriated American owned businesses, was a clear sign of this. Once the company was expropriated by the Revolutionary Government of the Armed Forces in 1968 the American government was ironically forced to follow a more flexible approach, as the new military regime sought to diversify its bilateral relations in the bipolar context of the Cold War. The American policy of supporting the IPC had negative long-term effects fo American interests in the region, as it accelerated the overthrown of Belaúnde and ushered in the arrival of a military junta which sought a more independent foreign policy. A country that had been solid American ally camp since the end of World War II had become a nonaligned nation. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Financial Inclusion in Peru: Appraisal and Perspectives(Universidad Nacional Mayor de San Marcos, 2023-07-31)Financial inclusion is a relevant matter that is constantly being looked upon, given its influence in reducing poverty and enabling the low-income population to access financial products and services, thus improving their living condition. This research aims to analyze the evolution of financial inclusion in Peru during the last seven years (2016-2022);also, it takes into consideration information from secondary source databases, such as reports from the World Bank, the Superintendencia de Banca y Seguros, and the Banco Central de Reserva del Perú. The method used has a descriptive and explanatory design. The findings of the research provide evidence that 56% of the Peruvian population has access to financial services (64% in urban areas and 31% in rural areas), which falls below the goal of 75% set by the Peruvian government. This gap can be attributed to customer service costs, including in-person service or adequate infrastructure for better service (access limitations), and poor financial education (limiting broader usage).
