    Living behind symbolic and concrete barriers of total institutions: Reflections on the transition between domestic symbolic patriarchal imprisonment and co-governed, state-sponsored incarceration in Perú

    This article seeks to analyse the paradox of freedom and imprisonment, reflecting on the connections between and nuances of intimate partner violence and abuse (IPVA) and women's imprisonment in the Global South, particularly in Perú. The story follows Maria, a woman serving a 14-year sentence for the homicide of her husband, an act she committed after experiencing 20 years of psychological and physical abuse. I have chosen to focus on her ambivalence towards her experience of IPVA, using Goffman's (1961) concept of the 'total institution'; I suggest that Maria was living under a patriarchal and symbolic total institution, a prison-like home (Avni 1991). Following this, while imprisoned for the homicide of her husband, Maria was physically incapacitated in a co-governed, patriarchal, nation-state prison. Nevertheless, simultaneously, in this custodial setting, she found a semi-autonomous path to reinforce her sense of agency and to construct interpersonal relationships that have enabled her to question the preceding patriarchal norms.

    Beyond seeing and listening: Children born from conflict-related sexual violence

    This essay discusses some points made by the three books under review regarding how children born of conflict-related sexual violence have not been seen and listened to by those working in the field of transitional justice. To this end, it explores some of the reasons behind this oversight, including generalized assumptions about their relationships with their mothers, families and communities. It also discusses some of the limitations of the current transitional justice framework to address the plight of these children. Finally, the essay emphasizes the importance of analyzing more deeply the particular context in which these children are embedded. To this end it draws from some of the frameworks presented in the three books under review, which allow for a more capacious comprehension of the situation of children born of conflict-related sexual violence.

    Water Insecurity Is Associated With Gender-Based Violence: A Mixed-Methods Study in Indonesia

    Gender Based Violence (GBV) is a global pandemic and water insecurity is increasing in intensity and extent. This study explores the association between these two global health threats. Cross-sectional, quantitative data were collected via surveys (n = 365 adult women) to measure household water insecurity (HWI) and women's experiences of GBV in the last year. Qualitative data were collected from semi-structured interviews (n = 24 men and women), two focus group discussions (n = 25 men and women) and a multi-stakeholder meeting (n = 35 men and women) to explore experiences, attitudes and risk factors associated with HWI and GBV. Multivariate logistic regression analysis showed that women in water insecure households were more than twice as likely to report experiencing GBV in the last year (OR = 2.2, CI: 1.0-4.9, p = 0.051). Examining household water insecurity scores as a continuous variable revealed an increased odds of reporting GBV with each increase in the HWISE score (OR = 1.1, CI: 1.0; 1.1, p < 0.001). Qualitative data indicates that the intersection between HWI, a patriarchal social organization and a caste system produced water-related conflicts between intimate partners, between daughters-in-law and their in-laws, and between masters and enslaved women. These results are presented using an integrated theoretical framework - a Feminist Political Ecology of Health (FPEH) - to illustrate the many ways women encounter and experience multi-dimensional forms of violence across scales in connection to water insecurity. The combination of robust qualitative and quantitative data presented in this study suggests that HWI may be causally related to GBV in this context.

    From aspirational laws to the implementation of legislation against gender-based violence: bottom-up pressure in Peru and Argentina

    Gender-based violence is a rampant problem in Latin American countries. Historically, state policy to prevent and sanction it has developed slowly, usually having limited impact because of a lack of resources and political will. While the process of policy adoption involved feminist organizations and international norms diffusion, little is known about when and why policy to address gender-based violence can become a political priority. Based on a comparative case study of Peru and Argentina, we show that sustained mass mobilization was the key variable marking a turning point in both countries in state capacity building in that domain. The latter was importantly enhanced as a consequence of the Ni Una Menos protests. Through process-tracing analysis, we show that there was a substantial increase in state resources and personnel, as well as institutional innovation. This transformation occurred in response to the unprecedented mass mobilization of various sectors of society.
