    The commitment to infrastructure: Public investment and the reproduction of water scarcity in contexts of large mining in Peru and Colombia

    Public and private policies typically consider the construction of infrastructure the most appropriate response to the problems of water scarcity and water disputes. However, infrastructure in itself not always is the solution. In this context we have the following questions: What are the logics behind the construction and implementation of water infrastructure? Why water infrastructures are not alone a solution to water stress and scarcity? How does infrastructure construction reduce or deepen inequalities in access to water? This article answers these questions by arguing that water infrastructures respond to technical-political projects of territorial control and mining expansion located in areas of mining influence, rather than aiming to solve water access and supply problems. In doing so, they ended up deepening inequalities in local water access. This article compares infrastructures constructed in the context of large-scale mining projects in Espinar, Peru and La Guajira, Colombia. The information presented was collected following qualitative methods (semi-structured interviews and situated ethnographies). Likewise, the article systematizes secondary quantitative and qualitative data provided by government institutions related to water and mining, and the Environmental Impact Studies and web publications regarding the Tintaya-Antapaccay and Cerrejón mining projects.

    How the perception of corruption shapes the willingness to bribe: Evidence from an online experiment

    Does the perception of corruption shape the willingness to bribe? This study evaluates the socio-psychological determinants of corruption by measuring how different types of messages influence the probability of engaging in corruption for access to public health, social programs, and official documents. This research uses the social norms approach to explore the link among messaging, perception, and behavior. An online experiment was conducted in Peru for two weeks between October and November 2021, using social media (Facebook) to recruit participants (n = 2584). The participants were divided into two treatment groups and one control group. Those in the treatment groups received informational displays on (i) the perception of corruption as widespread in the public sector (descriptive norm) or (ii) corruption as morally wrong (injunctive norm). The control group did not receive a message. Exposure to messages on corruption increased the overall probability of engaging in corruption. Unexpectedly, those in the injunctive norm group increased their willingness to bribe. Furthermore, this study also found significant differences in bribing behavior based on the different types of public service, gender, and age.

    Enhancing ultrasonic attenuation images through multi-frequency coupling with total nuclear variation

    Quantitative ultrasound is a non-invasive image modality that numerically characterizes tissues for medical diagnosis using acoustical parameters, such as the attenuation coefficient slope. A previous study introduced the total variation spectral log difference (TVSLD) method, which denoises spectral log ratios on a single-channel basis without inter-channel coupling. Therefore, this work proposes a multi-frequency joint framework by coupling information across frequency channels exploiting structural similarities among the spectral ratios to increase the quality of the attenuation images. A modification based on the total nuclear variation (TNV) was considered. Metrics were compared to the TVSLD method with simulated and experimental phantoms and two samples of fibroadenoma in vivo breast tissue. The TNV demonstrated superior performance, yielding enhanced attenuation coefficient slope maps with fewer artifacts at boundaries and a stable error. In terms of the contrast-to-noise ratio enhancement, the TNV approach obtained an average percentage improvement of 34% in simulation, 38% in the experimental phantom, and 89% in two in vivo breast tissue samples compared to TVSLD, showing potential to enhance visual clarity and depiction of attenuation images.

    Nos habíamos terruqueado tanto: cómo y por qué el poder instrumentaliza el concepto “terrorismo”

    This paper examines the discursive appropriation of the concept of “terrorism” by the contemporary establishment. Drawing some indications from the political philosophies of Plato and Hobbes, who share a similar enthusiasm for violence as an instrument of power, the argument is made that the misuse of the concept of “terrorism” functions as a mechanism for the self-legitimation and self-affirmation of power. This is the case because power, through widely disseminated doctrinal systems, presents terrorist acts as a sample of the hypothetical state of total chaos that would arise if its current configuration were modified.

    Between Power and the Word: The Speeches of the San Martin Square

    This study aims to describe and analyze the reproduction of power relations in the political discourse of the speakers of the San Martin square during the period 2021. For the analysis of the study, the case study of the Rímac Llaqta association has been applied and from it, speeches pronounced by its main speakers extracted from audiovisual sources have been selected. Interviews were also conducted with the speakers themselves. Taking into consideration the bibliographic review and the analysis of the speeches, as well as the qualitative and interpretative nature of the study, the research argues that the power relations-which emerge from the speeches-are relations whose level of effectiveness is uncertain, since they are subject to improvisation, both in their formation and in their exposition, which may determine an effective resistance to the power that such speeches could create. The research concludes that the reproduction of power relations in Rimac Llaqta’s political discourses is based on the legitimacy and dominance of the social fighter in ideological knowledge and on the existence of visible and invisible objectives that have in common the capture of political power.

    A Kaleidoscopic Reflection on Territory and Property Histories, Cultures and Inequalities

    The multiple meanings of Indigenous territory and property are explored here by means of a multidisciplinary lens. An ethnological journey through different geographies and times is undertaken to explain some property formation processes and illuminate how they unfold in the Andean region and, particularly, in Peru. Based on four core notions of anthropology—time, space, culture and power—Indigenous territory and property are described showing how land commodification has imposed detrimental effects on indigenous peoples.

    Léxico, política e imagen en torno a Pedro Pablo Kuczynski

    El gobierno de Pedro Pablo Kuczynski fue uno de los más cortos de la República del Perú desde principios del siglo XX. Su auge y su caída son recientementeestudiados por la historia y el derecho. Desde el ámbito de la lingüística y la ciencia política, resulta importante estudiar el vocabulario creado en torno aKuczynski y su partido político. El propósito de esta investigación es analizar las palabras creadas y usadas en torno a Pedro Pablo Kuczynski (PPK). Estetrabajo, por un lado, enlista, define y ejemplifica las palabras referidas a PPK. Y, por otro lado, clasifica las palabras según el significado de imagen positiva ynegativa que se proyectaban sobre él. La investigación concluye que en la lucha por los significados se generaron y emplearon tantos términos que favorecían su carrera presidencial como aquellos que revelaban su salida y caída vertiginosa de la política peruana.

    Examining the connection between position-based power and social status across 70 cultures

    Even in the most egalitarian societies, hierarchies of power and status shape social life. However, power and received status are not synonymous-individuals in positions of power may or may not be accorded the respect corresponding to their role. Using a cooperatively collected dataset from 18,096 participants across 70 cultures, we investigate, through a survey-based correlational design, when perceived position-based power (operationalized as influence and control) of various powerholders is associated with their elevated social status (operationalized as perceived respect and instrumental social value). We document that the positive link between power and status characterizes most cultural regions, except for WEIRD (Western, Educated, Industrialized, Rich, Democratic) and Post-Soviet regions. The strength of this association depends on individual and cultural factors. First, the perceived other-orientation of powerholders amplifies the positive link between perceived power and status. The perceived self-orientation of powerholders weakens this relationship. Second, among cultures characterized by low Self-Expression versus Harmony (e.g., South Korea, Taiwan), high Embeddedness (e.g., Senegal), and high Cultural Tightness (e.g., Malaysia), the association between power and status tends to be particularly strong. The results underline the importance of both individual perceptions and societal values in how position-based power relates to social status.

    Asociación entre apego, poder y resolución de conflictos en mujeres heterosexuales

    Antecedentes: la investigación previa ha demostrado que el apego ansioso se asocia con patrones de inseguridad y estrategias de afrontamiento menos adaptativas en las relaciones románticas, pero aún existe evidencia limitada sobre los mecanismos que podrían mediar dicha asociación. Objetivo: examinar la relación entre el apego ansioso hacia la pareja y el uso de estrategias pasivas de resolución de conflictos, considerando la dependencia exclusiva hacia la pareja y el poder de la pareja en el resultado como variables mediadoras. Método: se realizó un estudio correlacional y transversal en el que participaron 210 mujeres heterosexuales españolas. Resultados: el apego ansioso se asoció indirectamente con una mayor resolución pasiva de conflictos a través de la percepción de un mayor poder de la pareja en el resultado, pero no a través de la dependencia exclusiva hacia la pareja. Conclusión: estos hallazgos sugieren que la inseguridad afectiva vinculada al apego ansioso puede incrementar la tendencia a adoptar respuestas pasivas ante los conflictos al potenciar la percepción de tener menos control o influencia en la toma de decisiones dentro de la relación. En ese sentido, se resalta la necesidad de diseñar intervenciones orientadas a prevenir dinámicas de poder desequilibradas en las relaciones de pareja.
