    El bicentenario de la política exterior peruana y su proyección en un mundo de cambios

    El Ministerio de Relaciones Exteriores del Perú nació juntamente con la República en 1821, por lo que, en pocos meses, cumplirá 200 años de vida institucional. Esta conmemoración marcó el interés de los autores de llevar adelante una investigación que estableciera cuáles habían sido los diversos lineamientos de la política exterior peruana en ese periodo y, a su vez, constatara si estos se habían ejecutado exitosamente en estos 200 años. Esta investigación además debía comprender la cuestión institucional de modo tal de verificar si el servicio diplomático se había fortalecido como institución y adecuado a los cambios y necesidades a través del tiempo. He aquí los resultados.

    La historia sin fin del proceso de reingeniería de la Comunidad Andina: análisis de algunas propuestas de reforma

    En el presente artículo se analiza el proceso de reingeniería de la Comunidad Andina, incluyendo las consultorías formuladas por la CEPAL y la Fundación Getulio Vargas. Se examina el papel de Colombia durante su Presidencia Pro Tempore y se explican las implicancias de la tercera consultoría internacional en dicho proceso. En particular, se detallan algunas de las propuestas presentadas por el Tribunal Andino para la reforma del sistema de solución de controversias de la Comunidad Andina, tales como: el fortalecimiento de la función arbitral, el cobro de derechos de trámite por los servicios judiciales brindados y la constitución de un fideicomiso.

    The 2008 and 2009 world economic recession is only comparable to the classic capitalist crisis of 1930 both for its effects on employment and international trade as for having its origin in a financial panic that started in North American markets. This book discusses the various effects of the global crisis on the Peruvian economy, its macroeconomic, social and financial impacts, and the relation between changes in international conditions and regional integration. These issues are addressed by various authors familiar with the history and behavior of the Peruvian economy in recent decades.

    Bioeconomía circular y gobernanza climática en la región andina: fundamentos para un Pacto Verde Andino

    This article examines the relevance of emerging sustainable development paradigms in the Andean region, focusing on bioeconomy, circular economy, biotrade, and, in an integrated manner, the green circular bioeconomy. Using a qualitative and comparative approach, the study analyzes the European Green Deal as a reference framework to assess the institutional, productive, and governance capacities of the Andean Community (CAN) in addressing climate change challenges. The findings indicate that, while each paradigm offers valuable contributions, their isolated application is insufficient to address the complexity of environmental, social, and structural challenges faced by the region. In this context, the green circular bioeconomy emerges as the most coherent approach, as it integrates the sustainable valorization of biodiversity, circularity principles, technological innovation, and explicit objectives related to social inclusion and climate resilience. The analysis also highlights regional integration as a key enabling factor for policy coordination, regulatory harmonization, and the mobilization of green finance. Based on these findings, the paper proposes the development of an Andean Green Deal as a regionally adapted institutional framework aimed at fostering a sustainable, inclusive, and long-term productive transition.
