    El alineamiento en seguridad internacional de los países de la Alianza del Pacífico con Estados Unidos: una aproximación desde el realismo constructivista

    Los estudios de regionalismo han desestimado indagaciones que analicen la Alianza del Pacífico (AP) en el ámbito de la seguridad. Este artículo busca comprender el rol de las ideas de seguridad en el grado de alineamiento de las políticas exteriores de los países de la ap con Estados Unidos (ee. uu.). Esta investigación emplea una perspectiva ecléctica que combina aportes del constructivismo y del realismo y aplica una metodología cualitativa que complementa el rastreo de procesos históricos con el análisis temático de discursos presidenciales y libros blancos de defensa. Los hallazgos sugieren que los miembros de la ap han demarcado un patrón común de conducta frente a las acciones en materia de seguridad internacional propuestas por Washington en el Consejo de Seguridad de las Naciones Unidas (ONU). Entre los factores que explican este comportamiento se encuentran trayectorias dependientes de cooperación en seguridad con ee. uu. y nociones compartidas de amenaza internacional.

    Expropriation and consequence: Peru-United States relations (1963–1975)

    This article studies the nature of Peru-United States relations during the period 1963–1975 through an analysis of the dispute over the potential expropriation of the US-owned International Petroleum Company. The United States government implemented a tough policy towards the first government of Fernando Belaúnde – who sough a “special” relation with the Unites States –characterized by the threat of economic sanctions if the Peruvian government did not solve the issue in favor of the company. The threat of the Hickenlooper Amendment, which sought to penalize countries that expropriated American owned businesses, was a clear sign of this. Once the company was expropriated by the Revolutionary Government of the Armed Forces in 1968 the American government was ironically forced to follow a more flexible approach, as the new military regime sought to diversify its bilateral relations in the bipolar context of the Cold War. The American policy of supporting the IPC had negative long-term effects fo American interests in the region, as it accelerated the overthrown of Belaúnde and ushered in the arrival of a military junta which sought a more independent foreign policy. A country that had been solid American ally camp since the end of World War II had become a nonaligned nation.

    Weapons, Funds, and International Recognition in the War of the Pacific. The Role of the Legation of Peru in France and England After the Fall of Lima (1881-1884)

    This research focuses on knowing the actions deployed by the Peruvian legation in France and England after the fall of Lima in the hands of the Chilean army and in the midst of a deep political anarchy that influenced the setting of the objectives of the foreign policy of the parallel governments that Peru had between 1881 and 1883, specifically in obtaining funds and weapons for the regimes of the presidents Francisco García Calderón, Nicolás de Piérola, Lizardo Montero and Miguel Iglesias. Despite the deep political division, the Peruvian legation continued with the execution of the orders of Lima and Arequipa as part of foreign policy, although with increasing autonomy towards the end of the war. In this sense, unpublished information from various historical sources will be analyzed, including the archives of the Ministry of Foreign Affairs of Peru, the National Library of Peru, and the Riva Agüero Institute of the PUCP
