    COVID-19 y el alza de la inseguridad alimentaria de los hogares rurales en Perú durante 2020-2021

    La seguridad alimentaria en Perú durante el contexto previo a la pandemia mostraba debilidades, dado que hasta un cuarto de la población nacional se encontraba en condición de déficit calórico, pero con mayor intensidad en los ámbitos rurales. Con el inicio de la pandemia del COVID-19, el Perú se posiciona como uno de los países con mayores niveles de inseguridad alimentaria entre su población. En respuesta a la crisis producto del coronavirus, el Estado peruano realizó la entrega de bonos extraordinarios COVID-19 a los hogares vulnerables para salvaguardar su bienestar, en especial a los hogares de ámbitos rurales. Con información de la Encuesta Nacional de Hogares del periodo 2020-2021, analizamos el impacto de la pandemia sobre la inseguridad alimentaria de los hogares de ámbitos rurales y cómo la entrega bonos amortiguó la inseguridad alimentaria. Para ello aproximamos la inseguridad alimentaria del hogar mediante la Incidencia de Privación Alimentaria (IPA), la cual compara el gasto mensual per cápita en la canasta básica alimentaria del hogar respecto a la canasta básica alimentaria que satisface los requerimientos calóricos mínimos de las personas. Bajo esta definición durante el segundo trimestre de 2020, 1 de cada 2 hogares contaba con inseguridad alimentaria. El objetivo central de la investigación lo analizamos implementando un Diferencias en Diferencias de múltiples periodos a nivel trimestral durante 2020-2021 en la muestra de hogares rurales y verificamos la robustez de los resultados mediante variadas definiciones de ruralidad (áreas rurales dispersas y pequeños pueblos rurales). De esta forma, encontramos que el incremento de la inseguridad alimentaria de los hogares se concentra durante el segundo trimestre de 2020 en la definición general de área rural y áreas rurales dispersas. Por el lado del impacto de los bonos por periodo de la pandemia, encontramos que el total de tipos de bonos COVID-19 recibidos por el hogar reduce la inseguridad alimentaria durante 2020 Q4 y 2021 Q2 en los pequeños pueblos rurales.

    Kurunabirus. Una mirada urarina sobre la creación de las enfermedades y los nuevos contagios en la cuenca del río Chambira (Amazonía Peruana)

    The Urarina of the Chambira River (Peruvian Amazon), like other indigenous groups and communities in the region, are once again facing a potentially catastrophic epidemic event. Despite the lack of knowledge about the effects or the way the new disease is spreading, and using the little information available, they responded promptly to the spread of COVID-19 by arranging for the closure of access to the basin and adopting measures of self-isolation. This article is a reflection on the experience of the last few months, and arises from several conversations that took place between the two authors throughout the quarantine period. The text raises a discussion about the coronavirus (kurunabirus), its origin and spread, using an unpublished Urarina myth that tells the creation of the diseases. Finally, it highlights how the mythical discourse, by contradicting the merely biological interpretations, confers a social origin to the infectious diseases, whose vaccine becomes effective through autonomy and organization, the only virtuous strategies to face the current emergency.

    Water justice and Europe’s Right2Water movement

    In 2013 the European Citizens’ Initiative (ECI) ‘Right2Water’ collected 1.9 million signatures across Europe against water privatization. It became the first ever successful ECI and has built a Europe-wide movement. Right2Water sought for Europe’s legal enforcement of the Human Right to Water and Sanitation (HRWS) as a strategic political tool to challenge European Union market policies. The paper examines the ECI from a social movement perspective. Although the European Commission subscribed that ‘water is a public good, not a commodity’, its implementation is subject to continuing politics and socio-political struggle, with growing urgency in times of the Covid-19 pandemic crisis.

    COVID-19 in Peru: state and social responses

    Despite efforts by the Peruvian state to contain the outbreak and spread of covid-19, including a strict nationwide quarantine for more than one hundred days, Peru had one of the highest numbers of cases and deaths in the world due to the pandemic. The pandemic highlighted the precariousness of the health care system, work, living conditions and transport. The pandemic also demonstrated that until underlying problems in the country’s social and economic system are solved (such as inequality and poverty), the health sector can do little to combat a health care crisis. This article analyzes state and societal responses to the pandemic between February and August 2020.

    Towards a typology of social protection for migrants and refugees in Latin America during the COVID-19 pandemic

    The COVID-19 health crisis has put to the test Latin America’s already precarious social protection systems. This paper comparatively examines what type of social protection has been provided, by whom, and to what extent migrant and refugee populations have been included in these programmes in seven countries of the region during the COVID-19 pandemic, between March and December 2020. We develop a typology of models of social protection highlighting the assemblages of actors, different modes of protection and the emerging migrants’ subjectification in Brazil, Chile, Colombia, Ecuador, Mexico, Peru, and Uruguay in relation to Non-Contributory Social Transfer (NCST) programmes and other actions undertaken by state and non-state actors. The analysis is based on 85 semi-structured interviews with representatives of national and local governments, International Organisations, Civil Society Organisations, and migrant-led organisations across 16 cities, and a systematic review of regulatory frameworks in the country-case studies. The proposed typology shows broad heterogeneity and complexity regarding different degrees of inclusion of migrant and refugee populations, particularly in pre-existing and new NCST programmes. These actions are furthering notions of migrant protection that are contingent and crisis-driven, imposing temporal limitations that often selectively exclude migrants based on legal status. It also brings to the fore the path-dependent nature of policies and practices of exclusion/inclusion in the region, which impact on migrants’ effective access to social and economic rights, while shaping the broader dynamics of migration governance in the region.

    From classroom to Zoom: changes in teacher-student interaction in two Peruvian law schools

    Los cambios en la educación superior producto de la pandemia aún no ha recibido suficiente atención académica, a pesar de que se puede vislumbrar el impacto duradero que tendrán. Los estudios que se han encontrado ponen énfasis en aspectos metodológicos o en la tecnología usada para las clases, pero no se enfocan en los cambios que han operado a nivel intersubjetivo. Son, además, preeminentemente cuantitativos. En el presente estudio, analizamos en detalle las opiniones y vivencias de estudiantes de Derecho en torno a los cambios en su interacción con los docentes. El estudio se basa en entrevistas a estudiantes de dos universidades privadas en Perú. A partir de nuestro análisis de la información, damos cuenta de ejes temáticos que muestran los cambios que han tenido lugar: (i) del encuentro personal a la formalidad del correo electrónico, (ii) de la atención y la participación en el salón a la cámara, el micro y la grabación, (iii) del docente en el salón al docente en la cámara, (iv) de contacto directo individual al grupo, los intermediarios y la regulación. Los resultados dan cuenta de una doble dimensión en la interacción: por un lado, el entorno y el canal en que esta tiene lugar y, por otro, el lado intersubjetivo. En base a la metodología grounded theory, nuestro estudio pretende recolectar información que nos permita construir poco a poco una teoría acerca de la interacción docente-estudiante, que se centre en mostrar cómo lo físico (el entorno, el canal, el lugar de encuentro) se conecta con lo intersubjetivo y el aprendizaje.

    Optimization model applied to the distribution of COVID-19 vaccines in Lima and Callao

    Currently, Peru has started a vaccination plan to face the crisis generated by Covid-19; however, it has not been the most efficient. The current study seeks to reduce vaccine distribution times and costs in Lima and Callao by applying a mathematical optimization model.

    Evaluation of COVID restrictions in airport flight management using discrete event simulation

    The present work uses discrete event simulation to incorporate COVID restrictions into passenger flow service in an international airport. It includes modifications in gate assignment processes, passenger transportation and operations handling during restricted time intervals to the covid pandemic. The impact of this modifications in service indicators such as process time and level of satisfaction (LoS) are presented and discussed focusing on the update of the bus fleet and the gate allocation results.

    Teatro en crisis/Crisis en el teatro

    Rustom Bharucha é um estudioso do mundo, e sua maneira de estudá-lo é através do teatro. Tem desenvolvido pesquisas sobre performance cultural através das categorias de intercultural e intracultural (Bharucha, 1993, 2000), história oral, representações tradicionais e, mais recentemente, sobre o fenômeno do terror em relação à performance (Bharucha, 2014). Durante os dois primeiros anos da pandemia, produziu uma videoconferência de 9 capítulos intitulada Theatre and the Coronavirus sobre diferentes aspectos da pandemia em relação à prática teatral e performática. Este vídeo foi produzido pelo International Research Center/Interweaving Performance Cultures, Berlim, Alemanha. Mais recentemente, ele publicou um longo ensaio intitulado The Second Wave: Reflections on the Pandemic through Photography, Performance and Public Culture (2022).

    Use of machine learning to predict the occurrence of deaths in the departments most affected by COVID-19 in Peru

    This article shows the use of machine learning to predict the occurrence of deaths in the areas most affected by covid-19 in Peru, where the records of deaths during the pandemic are found reflecting the damage caused by this pandemic, according to a MINSA report in a standard format for analysis that contains all the detailed information of each person. The machine learning procedure is a method of data analysis that automates the construction of analytical models in which we will apply the decision tree where we will use the Python programming language to make the predictions of the deaths caused by covid-19 in the departments, and it will also help us to train the model for greater accuracy in obtaining expected results. In such a way, it can elaborate scenario predictions or initiate operations that are the solution for a specific task. As a case study, it was carried out in the 25 departments of Peru to analyze the departments with the highest mortality rates in our country. As a result of the study were that the departments of Lima, Piura, Huánuco, Ica have the highest rate of deaths by covid-19; this may be due to the biosecurity measures and social distancing; it is worth mentioning that to date they are the departments that have had more policy interventions in recent years. The results of this study may help the authorities to create prevention and sanitary control strategies by implementing rigorous measures in Peru.
