    Autorregulación y programas de cumplimiento empresarial en materia de publicidad comercial y protección al consumidor

    The purpose of this paper is to provide an approach to self-regulation in commercial matters and, specifically, to the self-regulation systems on advertising and consumer protection in Peru. Particularly, the article analyzes the recent adoption of the Supreme Decree N° 185-2019-PCM, Regulation that promotes and regulates the voluntary implementation of regulatory compliance programs on consumer protection and advertising. In this sense, the objectives compliance programs seek to achieve are highlighted and the guidelines to be followed are addressed so that their implementation within a corporation is truly effective, particularly in terms of advertising and consumer protection. Finally, advantages and disadvantages of self-regulation systems are developed and it is concluded that the adoption of compliance programs is positive for consumers, the private sector and authorities.

    Retos para el aprendizaje autodirigido en la educación de adultos: una revisión sistemática

    El aprendizaje autodirigido es una posibilidad concreta para que el adulto aprenda y/o continúe aprendiendo, sin que la edad sea una limitación. Fue un estudio de revisión sistemática se integraron trabajos publicados entre 2014-2023; se buscó en Scopus, Ebsco y WOS; los hallazgos se organizaron en Excel y se clasificaron según autor/año, título, base de datos, metodología y aporte. El objetivo fue analizar las investigaciones sobre aprendizaje autodirigido en la educación de adultos e identificar las propuestas que han aplicado hasta la actualidad para alcanzar dicho fin. Se empló la metodología PRISMA, registrándose 910 estudios y se incluyeron 20 artículos de texto completo en inglés y español. Se concluyó que el aprendizaje autodirigido es una opción para que el adulto siga aprendiendo a pesar de sus restricciones y las propuestas mediadas por la tecnología y el internet son variadas en función de cada necesidad.

    Mesa redonda: ¿Derecho administrativo económico, regulación o derecho regulatorio?

    This roundtable examines one of the central debates in contemporary public law: the relationship between economic administrative law, regulation, and the possible existence of a “regulatory law” as an autonomous branch. One position maintains that no such conceptual distinction exists, as regulation is a multidisciplinary phenomenon whose legal application is carried out through the proper techniques to administrative law. In contrast, another view offers a more nuanced interpretation. It distinguishes between economic administrative law as a legal discipline, and regulation as a specific technique of intervention applied to strategic sectors or those with structural failures. Based on this distinction, it is argued that although regulation is rooted in public law, it exhibits certain modulations that warrant independent consideration. The debate, without doubt, offers the reader a rich confrontation of ideas.
