Facultad de Arquitectura y Urbanismo, 2025-04)El Perú enfrenta actualmente una crisis de representatividad entre la sociedad y sus instituciones. El presente artículo analiza el vínculo entre estos dos frentes a través de la arquitectura cultural de carácter nacional. Aspectos como los discursos, contenidos y contenedores (edificios) son puestos en discusión a través de un análisis comparativo que pone en valor sus cualidades identitarias. En este sentido, se seleccionaron tres edificios de gran relevancia para el panorama de la cultura nacional construidos durante el siglo XXI en Lima. Es así que los encuentros entre el ciudadano y su cultura mediante estas arquitecturas son determinantes para el desarrollo de la investigación. Dichos encuentros son piezas clave para la construcción de identidad, puesto que propician el reconocimiento de los individuos con su propia cultura. - Some of the metrics are blocked by yourconsent settings

Additionally, it introduces the applicable international standards on the subject and reviews the applicable Peruvian national regulations. Item type:Publication, Los humedales en la evaluación de impacto ambiental del propuesto aeropuerto de Chinchero(Pontificia Universidad Católica del Perú. Instituto de Ciencias de la Naturaleza, Territorio y Energías Renovables (INTE-PUCP), 2020-09-08)The article reviews an environmental assessment of a proposed airport in an area of high Andean wetlands with high natural, cultural and socioeconomic value. Besides a deficient base line, this paper proposes that a poor environmental certification and enforcement process allowed that the characterization of the environmental impacts of the proposed airport did not consider that the Chinchero high Andean wetlands are to be affected. The author reviews the applicable legal framework and concludes identifying actions that the authorities of the environmental management system must take to correct the insufficiencies and to be able to accurately assess the environmental impact of the proposed airport over the high Andean wetlands.3 - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Perspectiva de género en la profesión jurídica: revisión de la actuación de los colegios de abogados en casos de violencia de género relacionados con el ejercicio profesional(Pontificia Universidad Católica del Perú, 2025-05-28)This article critically examines the way in which lawyers perpetuate situations of gender violence through their professional practice. It will explain the way in which the different bar associations have acted in Peru. To do so, we will begin by explaining the concept of gender violence and its connection with the actions of lawyers, with special reference to the recognition of judicial harassment as part of this form of violence. The context and value of the amendment made to the regulations on gender violence that recognized judicial harassment will be explained. Then, a specific case will be meticulously analyzed that involves the prolonged legal ordeal that a victim of judicial harassment has gone through. In this sense, apart from mentioning the measures imposed against the accused, this article focuses on the scrutiny of the responses of the various bodies that govern legal professionals in Peru in this changing facet of gender violence. After that, the position of the existing Peruvian legal profession on gender issues is addressed. Additionally, a structured framework is proposed to assess disciplinary cases in the context of gender-based violence. In that sense, through this exploration, the article strives to provide insight into the adaptive dynamics of the legal landscape to address this pressing concern. Finally, the conclusions will encompass reflections on the implications for legal ethics and gender justice in the Peruvian legal system.1 - Some of the metrics are blocked by yourconsent settings
Item type:Publication, El proceso político de las iniciativas legislativas climáticas en el Perú: la tortuosa travesía de la Ley Marco sobre Cambio Climático (2008-2018)(Pontificia Universidad Católica del Perú. Instituto de Ciencias de la Naturaleza, Territorio y Energías Renovables (INTE-PUCP), 2022-05-25)This article seeks to contradict the assumption that environmental and climate issues are subordinated to the economic growth agenda in public policy and legislative decisions. On the contrary, it proposes that certain political conditions and extraordinary events might be coordinated in such a way as to successfully drive environmental and climate initiatives into public debate, which, far from being seen as residual issues that can be postponed without major political costs, eventually manage to overcome the hurdle of economic objections and ideological misgivings. To support this argument, we analyze the complex political process that Law 30754, Framework Law on Climate Change, has faced since even as early as 2008, with the first bills, until its approval in the Congress of the Republic in 2018 and its subsequent enactment by the Executive Branch. - Some of the metrics are blocked by yourconsent settings

El rol del territorio local en la transformación histórica del sistema alimentario de Lima Metropolitana(Pontificia Universidad Católica del Perú. Instituto de la Naturaleza, Tierra y Energía (INTE-PUCP), 2023-04-19)The food system is a relevant component to sustain the cities, that arises from the interrelationship among stakeholders, infraestructures and natural resources, enabling food production, transformation, storage, distribution, commercialization and consumption, as well as food waste reuse. Thus, the system provides enough accessible and harmless food to the locals. In South America, the Pacific hydrographic region has hosted societies that created food systems that evolved from self-sufficient to open to economic chains. This has an impact on the management of production areas in the territory. Since pre-Hispanic times, territory-adapted food systems were developed, which were focused on managing several production areas distributed in a group of basins. Nevertheless, the creation of large cities in this region, such as Metropolitan Lima, have resulted in the relocation of production areas out and away from their territory, which allows to differentiate what is local and what is external. Although the metropolis became a strong economic hub that contributes to the development of global and domestic economic chains; population growth and unplanned urbanization have caused soil degradation and the reduction of arable land (supplied to the real estate market), relegating the local metropolitan territory to food trade and consumption. In consequence, the food system is vulnerable to global or domestic crisis scenarios that could interrupt the external production process. This research analyzes the historical transformation of Lima’s food system to reflect on the local territory’s contribution to food security. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Tribunal Constitucional del Perú y conflicto de poderes(Pontificia Universidad Católica del Perú, 2023-05-23)In Peru, the Constitutional Court has jurisdiction to resolve unconstitutionality and conflicts processes in a single instance, and must do so through the interpretation of constitutional norms, as it is the highest body of control and interpretation of the Constitution. This research analyzes the position assumed by the Court in the face of conflicts between Congress and the Executive Power during the unstable political period 2016-2021. In the control of the laws and the modifications to the Rules of Congress approved by the parliamentary majorities elected in 2016 and 2020, the dissolution of Congress decreed on September 30, 2019 by the Executive and the vote of confidence, established important guidelines of constitutional interpretation; however, this did not occur in matters such as the control of the presidential vacancy due to permanent moral incapacity, the extraordinary emergency decrees issued by the Government while the dissolution of Congress lasted and the rules incorporated in the New Constitutional Procedural Code on votes in the Court for the resolution of constitutional processes. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Riesgo socioambiental en el Perú: identificación, caracterización y categorización de 1874 distritos al 2019, usando aprendizaje automatizado y econometría espacial(Pontificia Universidad Católica del Perú, 2024-04-17)The environmental crisis due to climate change has forced many States to direct efforts towards environmental transition to reduce the probability of occurrence of a situation with a negative impact on their population or environment. Peru is no exception. In this sense, the need arises to identify and categorize its districts according to a certain socio-environmental risk. Faced with this challenge, a multistage quantitative methodology was developed and implemented, which made use of both machine learning (supervised and unsupervised) and spatial econometrics. The results of this methodology, visualized through emerging risk indixes, evidenced the existence of 165 districts considered socio-environmental risk zones (SERZ, in Spanish known as ZRS), mostly located in the coastal strip. Finally, it is concluded that the pattern and replicability of urban development model in Peru is currently not coherent with efforts towards environmental conservation and preservation. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, “Motoso y terruco”: ideologías lingüísticas y racialización en la política peruana(Pontificia Universidad Católica del Perú, 2022-12-22)In this article, we analyze uses of “motoso” and “motoso terruco” in Peruvian politics, produced in social networks (Twitter and Facebook), which account for a semiotic process of indexical inversion in the functioning of the language ideology of motoseo. In this context, speaking “motoso” no longer refers to concrete forms of speech associated with a social group, but to practices and discourses that produce a meta-pragmatic knowledge of how “Indians” supposedly speak or should speak. The reinvention of “motoso” in articulation with “terruco” would be revealing new dynamics in the way cultural racism functions in Peru. Specifically, it emerges as a strategy to racialize, relocate and, above all, silence political figures who are seen as potential threats to a prevailing social order of colonial and neoliberal character.
