Item type:Publication, Un parteaguas en la agencia: el legado de la CVR en la asociatividad y el liderazgo político de las víctimas civiles ayacuchanas (2003-2023)(Instituto de Democracia y Derechos Humanos de la Pontificia Universidad Católica del Perú (IDEHPUCP), 2023-11)Este capítulo analiza el legado de la CVR en la asociatividad de las organizaciones de víctimas civiles ayacuchanas más activas en las demandas de reparación al Estado (Anfasep, Juventud-Anfasep y Coravip). Se sostiene que la CVR abrió una ventana de oportunidad que propició la asociatividad de las víctimas y que ellas supieron aprovechar, pues siguiendo las recomendaciones impulsaron la institucionalización de políticas de reparaciones en coalición con organizaciones de la sociedad civil y funcionarios; aunque sin que necesariamente el Estado dignifique a las víctimas. Tras analizar lo planteado por la CVR sobre las asociaciones de víctimas, se encuentra lo siguiente: a) Que reproduce la violencia estructural contra las mujeres andinas que exigían la búsqueda de sus desaparecidos, al darle poca relevancia en su Informe y no incluirlas directamente entre los actores del conflicto. b) Que pierde de vista muchas otras experiencias de afectación vividas por personas que no asumen la identificación de víctimas ni se sienten convocadas por el proceso abierto por la CVR, estableciendo una asimilación entre víctimas y grupos organizados. A futuro, queda un doble desafío para estas organizaciones: fortalecer sus estrategias frente a los posibles retrocesos de las políticas promovidos por sus opositores, así como formar a nuevos líderes y lideresas que no vivieron los años de la violencia. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Las clínicas jurídicas anticorrupción: estudios de casos de corrupción en cuatro regiones del país(Instituto de Democracia y Derechos Humanos de la Pontificia Universidad Católica del Perú (IDEHPUCP), 2020-12)La siguiente investigación representa la materialización del trabajo que, desde hace años, están realizando las Clínicas Jurídicas Anticorrupción impulsadas por el IDEHPUCP en las regiones de Lima, Cusco, Ayacucho y Áncash, con el objetivo de fortalecer las capacidades de estudiantes universitarios de Derecho y Periodismo para prevenir y controlar los actos de corrupción pública. Item type:Publication, Sonoridades urbanas y música catedralicia en Huamanga durante la transición del Virreinato a la República: 1797–1838(2024-06-27)La diócesis de Huamanga, creada en el año 1609, fue un importante territorio evangelizador y de frontera con las dos ciudades más importantes del virreinato peruano: Cusco y la Ciudad de los Reyes (actual Lima). En consecuencia, se erigió una iglesia catedral dentro de la cual se instituyó una capilla de música que al igual que sus similares, en Arequipa y Lima, perduró durante la transición del virreinato a la república, lo que repercutió en su quehacer musical y en su organización durante el cambio de régimen político. Por otro lado, este territorio fue el escenario principal de la victoria de la Batalla de Ayacucho, en consecuencia, ello lleva a reflexionar y a cuestionar cómo fue aquel paisaje sonoro urbano y cómo se desarrollaron los estilos musicales ejecutados por su cuerpo instrumental y vocal más representativo: la capilla de música de la Catedral de Huamanga. En ese sentido, el presente trabajo analiza, estudia y aborda las características de la urbe de Huamanga para llegar a una aproximación de las distintas sonoridades urbanas que emanaron de las diversas instituciones eclesiásticas y, por otro lado, se analizan, detallan e interpretan los datos acerca de la capilla de música de la Catedral de Huamanga durante los años de 1797 a 1838, ya que no existen manuscritos de música que daten de este periodo. - Some of the metrics are blocked by yourconsent settings

A partir de la información brindada por la misma pieza, como el nombre de la comitente la Hna. Basilia de Jesús o de la posible artista Hna. Magdalena Bentura del Santissimo Sacramento, proponemos un acercamiento histórico-iconográfico y desde el enfoque de género. Item type:Publication, Weaving Alliances Before and With the Peruvian Post-Conflict State: A Pro-Reparations Coalition of Ayacucho Victims’ Organizations(Universidad de los Andes, Bogota Colombia, 2023-04-01)Twenty years after the delivery of the final report of the Peruvian Truth and Reconciliation Commission (2003), we should pay attention to the trajectories of political agency of the leaders of Ayacucho victims’ organizations, precisely the area where the greatest violence and human rights violations were unleashed. This is especially true when there is no consensus on what happened and when the fujimorismo actors are still present —and highly visible— in the political debate, while the victims and their associations lack the same media attention and political links. In this article, we analyze the changes in the political agency of the leaders of these Ayacucho organizations in post-conflict Peru and their impact on their relationship with the State. To this end, we adopted a qualitative methodology based on fieldwork in Ayacucho and interviews with key actors. We found that such associations have gone through a generational change, have gained certain organizational capacities (with internal variations according to trajectories and experiences in political advocacy), and have learned to weave a pro-reparations coalition with various actors —NGO, churches, international cooperation, some state agencies at multiple levels of government, and officials— to promote reparations and memory policies. In this advocacy, they have developed new ways of relating to the State without the intermediation of NGO: no longer seeing it as distant and reluctant to collaborate, but accepting it as an instance of joint work, lobbying, and even assuming bureaucratic positions to promote their agenda, without this implying an end to mistrust. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Profiles of Public Officials Involved in Reparations and the Search for the Disappeared from Peru's Internal Armed Conflict (2016-2024)(Universidad de Los Andes, 2026-01-01)Two decades after Peru's Truth and Reconciliation Commission (2001-2003) concluded its work and the High-Level Multisectoral Commission was established in 2004 to oversee reparations for victims of the internal armed conflict (1980-2000), the country finds itself under the rule of an authoritarian coalition hostile to human rights. Yet, within certain state institutions, a group of public officials continues to uphold these policies. We conceptualize these agencies as part of a subsystem dedicated to reparations and the search for the disappeared. This article examines the profiles of officials working within Peru's Vice Ministry of Human Rights and Access to Justice, both in Lima and Ayacucho—the region that endured the highest concentration of human rights violations during the conflict. Although these actors have received little attention in the Peruvian literature, which has largely focused on the economic sector, their significance emerged clearly in our previous research through the testimonies of victims themselves. Drawing on a qualitative methodology, the study analyzes interviews conducted with public officials based in Lima and Ayacucho, leaders of victims' organizations in Ayacucho, and subject-matter experts. The findings reveal three distinct profiles of public officials—institutional-humanitarian, victim, and technical. While these groups share, to varying degrees, a commitment to human rights values, they differ in both their professional trajectories and life experiences. Some have stronger connections to Lima-based NGOs, whereas others are more closely linked to victims' organizations or technical and forensic institutions. Through their interactions in shared professional spaces, they have developed a collaborative thematic network whose members circulate among the different agencies within the subsystem on the basis of their professional credentials. By focusing on these actors, this article contributes to the Peruvian literature on bureaucracies, a field that has paid scant attention to the characteristics and career trajectories of mid-level bureaucrats, particularly those working in the justice sector. Item type:Publication, Processing absence: No-body techniques and the impossibility of mourning among relatives of the disappeared in Ayacucho(SAGE Publishing, 2026-02-01)This article examines how relatives of the disappeared during Peru's internal armed conflict (1980–2000) in Ayacucho process loss without the presence of bodies. It argues that grieving, a ritual process, is disrupted by disappearance, creating a prolonged liminal space. Through ethnographic analysis, this article explores the strategies relatives use to confront disappearance and death in a context of uncertainty, focusing on the impossibility of mourning due to the absence of bodies. I introduce the concept of No-body techniques to describe strategies developed by relatives to make sense of reality and repair broken bonds. These techniques, rooted in individual and collective action, challenge the State and expand its boundaries of citizenship recognition. Ultimately, this article concludes that No-body techniques are integral to the quest for truth and memorialisation, embedded in mourning practices that allow the deceased to persist in the social world even after decades of uncertainty.1 - Some of the metrics are blocked by yourconsent settings
Item type:Publication, La prefectura y las subprefecturas ayacuchanas como artífices del nacionalismo ante el litigio fronterizo entre Perú y Ecuador (1910)(Universidad de Los Andes, 2025-01-10)Context/objective: The border conflict between Peru and Ecuador (1910) over the definition of their frontiers fueled the Peruvian nationalism that emerged in the nineteenth century. The trigger was a series of clashes at the Consulate and the Legate's Office of Peru in Ecuador between March and May 1910. In the following pages, we will analyze the role of local and regional political bodies (prefectura and subprefecturas of the Andean region of Ayacucho) in the exaltation of nationalism used to collect resources and the “blood contingent” for the war. Methodology: We use discourse and documentary analysis of telegrams and memos sent from and to the prefectura and subprefecturas of Ayacucho. Originality: The role played by local authorities in constructing Peruvian nationalism has not been sufficiently addressed; however, it is of great importance since it allows us to understand the homogenizing effort of the nascent State and its multiple contradictions. Conclusions: We will note how the nationalism imposed by regional and local governments was accepted in theory. Item type:Publication, De la forma a la estructura en tecnología lítica: una nueva metodología para los Andes Centrales (Perú)(Pontificia Universidad Católica del Perú, 2025-05-07)This article presents a methodology for the technostructural analysis of carved lithic artifacts that aims to understand how tools were used in the past. The proposal is based on the premise that all tools are a threefold structured system that comprises three parts: transformative, prehensility and energy reception. An artifact belonging to the lithic assemblage recovered at the site of Vadopampa in Ayacucho, Peru, has been analysed with the help of students as an example of the application of the technostructural approach. The paper thus introduces a new methodology for the Central Andes in a didactic and critical way, promotes a dynamic perspective for lithic tools, and assesses the potential and the limits of all technological interpretations. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, El Derecho de protección familiar en contextos pluriculturales(Oñati International Institute for the Sociology of Law, 2026-01-07)El presente artículo tiene como punto central investigar lo que comprenden las autoridades y/o personal administrativo y judicial sobre desprotección familiar de la niña, el niño o del adolescente en un país pluricultural como el Perú. Para ello, se recurre a un corto trabajo de campo en la ciudad de Ayacucho, ubicado en los Andes Centrales del Perú, donde predomina la cultura quechua y donde se comprueba además la existencia de causas sociales de tipo estructural que limitan la resolución de los casos de desprotección familiar de parte de las autoridades administrativas y judiciales.1
