Item type:Publication, “Motoso y terruco”: ideologías lingüísticas y racialización en la política peruana(Pontificia Universidad Católica del Perú, 2022-12-22)In this article, we analyze uses of “motoso” and “motoso terruco” in Peruvian politics, produced in social networks (Twitter and Facebook), which account for a semiotic process of indexical inversion in the functioning of the language ideology of motoseo. In this context, speaking “motoso” no longer refers to concrete forms of speech associated with a social group, but to practices and discourses that produce a meta-pragmatic knowledge of how “Indians” supposedly speak or should speak. The reinvention of “motoso” in articulation with “terruco” would be revealing new dynamics in the way cultural racism functions in Peru. Specifically, it emerges as a strategy to racialize, relocate and, above all, silence political figures who are seen as potential threats to a prevailing social order of colonial and neoliberal character. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, De la lingüística a las aulas: ideologías en la educación peruana(Pontificia Universidad Católica del Perú. Fondo Editorial, 2019-10-01)Taking into account the notion of symbolic market and the view of education as an instrument for social distinction (Bourdieu 2002, 2008a, 2008b, 2013), we approach in this paper the linkages between linguistics and education in Peru. With this view in mind, we analyse the language ideologies that José Jiménez Borja (1901-1982) and Luis Hernán Ramírez (1926-1997) displayed in their academic work. Both scholars have been influential in Peruvian basic education and university instruction, respectively. Ouraccount shows that linguistics has taken a share in disseminating a hierarchic and discriminatory agenda in Peruvian schools and universities. Paramount for this process is a set of ideologies that are still prevailing in Hispanic countries, both in common sense and in the academia. We suggest that a critical and historical approach to the relationship between linguistics and education can enrich the articulation between both fields, in Peru and Latin America. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Hacia una apuesta etnográfica para la glotopolítica(University of São Paulo, 2020-12-23)Este artículo argumenta que la perspectiva histórica y crítica adoptada por la glotopolítica podría enriquecerse con el enfoque etnográfico. A partir del involucramiento sostenido del investigador a lo largo de un tiempo prolongado en un lugar (o lugares) específicos y la combinación -y contraste- de varias fuentes de información y observación, la etnografía permite situar los textos en su contexto de producción y comprender mejor qué es lo que estos “hacen” a nivel de las prácticas sociales. Desde una conceptualización de la etnografía como método, metodología y teorización profunda, se ejemplificará lo anterior a partir de una disputa por la representación del quechua entre dos tipos de comunidades de práctica involucradas en el desarrollo de políticas lingüísticas en el Perú. Se sostendrá que la “mirada interna” que consigue la etnografía permite explicar mejor los procesos implicados en la construcción de ideologías lingüísticas. Así, la glotopolítica puede sumarse al desarrollo de la sociolingüística crítica y la antropología lingüística del norte global, campos que tienen un largo recorrido abordando el lenguaje desde una perspectiva etnográfica como proyecto contra hegemónico. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Tactics of Intersubjectivity and Boundary Construction in Language Policy: An Andean Case(Routledge, 2020-03-03)Based on an ethnography of a language policy in the region of Apurímac in the Peruvian Andes, I analyze the boundaries that are constructed by a community of practice of Quechua “experts” in a context where resources in the indigenous language become more valuable. Although the declared wish is to build a regional “us,” Quechua experts end up establishing identity divisions between “us” and “them” through tactics of intersubjectivity based on ethnic difference, authority and authenticity. This work follows earlier studies about language ideological battles in relation to Quechua and shows that, after several decades, the former top-down language policies coming from the capital city are now being recursively reproduced within the Quechua-speaking social actors themselves, and the conflict has diversified into new dilemmas. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, “Siempre Adistanciados”: Ideology, Equity, and Access in Peruvian Emergency Distance Education for Spanish as a Second Language(Equinox Publishing Ltd, 2021-01-01)Although the COVID-19 pandemic has profoundly affected K–12 education worldwide, Peru has faced particularly unique challenges. A combination of quarantine requirements and unequal access to remote learning technology led to the creation of a series of multimodal programs by Peru’s Ministry of Education under the umbrella title Aprendo en Casa [I Learn at Home]. Modules for preschool, primary, and secondary grades are broadcast via national television and radio networks, as well as posted on YouTube in an attempt to reach as many learners in the country as possible. In this article, we focus on Aprendo en Casa’s radio broadcasts for Spanish as a second language (SL2). Our data comprise transcribed SL2 radio broadcasts, educational materials, and interviews with primary school teachers. Findings indicate that a lack of access to technology in rural areas, even for radio broadcasts, is inscribed in historical inequities and ideologies regarding the rural population, exacerbating the so-called “digital divide” and complicating the traditionally dichotomous perspective on this divide. We highlight student and parent difficulties with access and technological know-how, as well as some of the creative ways that teachers provided access to the curriculum for students and family members, often at risk to their own health and finances. We conclude with suggestions for improving research and practice in emergency distance language education for marginalized populations. - Some of the metrics are blocked by yourconsent settings
Item type:Publication, Youth, Quechua and Neoliberalism in Contemporary Perú(De Gruyter Mouton, 2023-03-01)Framed within a critical and ethnographic approach to language policy, my study addresses the phenomenon of language commodification and the construction of neoliberal subjectivities in contemporary Perú. Specifically, I address a project of Quechua teaching in the city of Lima called Quechua para Todos, or Quechua for All, promoted by young Quechua activists developing interventions to change historically established imaginaries. Taking this project as a starting point, I analyze what is behind the extremely high demand these Quechua courses are having among youth in the capital city, where Quechua has been historically silenced. My argument is that a significant group of the young students from the courses have begun to integrate the Quechua language to the figure of the entrepreneurial subject for whom both personal and national branding is central. While speaking Quechua has historically indexed 'indianness' linked to backwardness, rurality, ancestrality and ignorance, it is now being associated with other linguistic and non-linguistic signs (such as being a professional and knowing English) to enregister a multicultural citizenship within a context of neoliberal economic growth and state policies of cultural branding. Although the demand to study Quechua in Lima is shifting the meanings and values of Quechua, at least within a domain of speakers, it may also be erasing ongoing processes of racialization of indigenous peoples in Peruvian society and fundamental gaps in access to education and economic resources.6 - Some of the metrics are blocked by yourconsent settings

Desde el inicio de la República, la diversidad jamás se contempló como un recurso que podía enriquecer el funcionamiento de la nación, sino como un problema que había que «solucionar» a veces de la peor manera. Más aún, por lo general, las políticas a favor de la diversidad cultural y lingüística se han presentado como un conjunto de iniciativas aisladas que han revelado la falta de una visión democrática, de un verdadero compromiso republicano y de un proyecto político a largo plazo. Fondo Editorial, 2014)Este libro estudia la política de generalización del quechua en Apurímac en el marco del proceso de descentralización y la elaboración del Proyecto Educativo Regional. Se analiza la emergencia de un nuevo discurso de la identidad apurimeña que tiene como referente principal el uso del quechua. Sin embargo, se discute también cómo este proceso no está al margen de prácticas excluyentes que terminan generando múltiples divisiones al interior de la misma sociedad regional. Fondo Editorial, 2017)Este libro busca contribuir al estudio de los procesos de racialización y de la construcción discursiva de nuevas identidades en el Perú contemporáneo. En lugar de abordar el racismo desde una dimensión cognitiva, se interesa por el rol que las prácticas lingüísticas cumplen en su constitución. Las diez contribuciones que integran este volumen examinan los discursos y las prácticas del racismo en ámbitos diversos y discuten las sutiles formas en las que se construye a un «otro» desde un criterio aparentemente no racial, pero bajo retóricas raciales de modo subyacente. Todos los artículos abordan la forma en que la raza en términos del fenotipo se ha articulado con otros criterios de clasificación, tales como la educación, la cultura, la clase, el territorio, el género, el lenguaje, entre otros.
