    Designing valid humanitarian logistics scenario sets: Application to recurrent Peruvian floods and earthquakes

    Literature about humanitarian logistics (HL) has developed a lot of innovative decision support systems during the last decades to support decisions such as location, routing, supply, or inventory management. Most of those contributions are based on quantitative models but, generally, are not used by practitioners who are not confident with. This can be explained by the fact that scenarios and datasets used to design and validate those HL models are often too simple compared to the real situations. In this chapter, a scenario-based approach based on a five-step methodology has been developed to bridge this gap by designing a set of valid scenarios able to assess disaster needs in regions subject to recurrent disasters. The contribution, usable by both scholars and practitioners, demonstrates that defining such valid scenario sets is possible for recurrent disasters. Finally, the proposal is validated on a concrete application case based on Peruvian recurrent flood and earthquake disasters.

    The maturity of humanitarian logistics against recurrent crises

    This paper provides a framework to analyze the maturity of humanitarian logistics systems to face crisis situations related to recurrent events, and thus to identify the main areas of action and the community needs in terms of crisis logistics planning. First, the main notions of humanitarian logistics systems planning, and the theoretical contribution of maturity models are presented. Second, a maturity model for humanitarian logistics systems is proposed and the main categories of elements defining maturity extracted from literature. Then, the methodology to define the main elements of the maturity model via evidence is presented. This methodology combines a literature overview, a documentary analysis, and the development of three case studies, two located in Colombia and one in Peru. The main elements that characterize capability maturity model in humanitarian logistics systems facing recurrent crises are identified, from which the administration of donations, design of a distribution network, and the choice of suppliers are highlighted. The practical implications of the framework are proposed to allow its use to anticipate humanitarian logistics system for future crises. The framework allowed a first analysis guide and will be further extended.

    Resiliencia en el Estado, la sociedad, la política y la urbe. Algunas reflexiones

    This chapter refers to resilience, a term that is simultaneously considered as a goal, a means, and a capacity, depending on the discipline of study used. A construct is proposed for its development, “search for excellence in work performance”. It analyses transition to achieving resilience in the Government, Society, Politics and Urbanism with intersections in the implications that are visible and necessary after two hundred years of republican life in Peru as a path for reflection, discussion, and evaluation. The paper ends by presenting the limitations that resilience has as a means of transformation when the return to a previous state of a disruptive event is not an option.

    Urban road network resilience assessment on freight logistics by simulating disruptive events

    The assessment of resilience in port road networks under disruptive events is a key issue related to urban logistics. This paper addresses an original simulation method to evaluate resilience using macro and micro simulation based on stochastic theory. The results provide insight into the resilience index of the network. This paper specifies the most influential network links around the area of influence produced by a logistics transport avenue in Lima-Peru. A function that includes redundancy and robustness of the system as a performance measure is proposed to measure resilience.

    Demand estimation for humanitarian aid due to earthquakes in Lima’s cliff area using simulation

    Humanitarian logistics requires the number of victims estimated. “Costa Verde” runaway is a highly vulnerable coastal strip due to its traffic and cliffs. This work simulates vehicular flows in this place, to estimate the number of victims due to a large earthquake in Lima, it is estimated 3825 victims on average due to a large earthquake to push Lima Coastal.

    Towards a Lean Construction toolbox to improve social projects management

    Goal: Present a toolbox applied to improve the processes related to social housing construction projects using Lean Construction. Design / Methodology / Approach: The research presents six phases; (1) literature review, (2) analyze record information and data on social projects, (3) design Lean Construction toolboxcustomized to social housing projects, (4) estimate indicators post application, (5) assessment building process (6) analyze economic outcomes due to toolbox application. Results: Results showed that it is possible to apply lean construction tools to social projects in the poorest areas of urban districts in Latin America, the efficiency building an emergency house increase to 50% implementing LC tools. In an average of 20 projects a year, where around 150 to 200 houses are built, the reduction of time to build the same number of houses is around 20%. Limitations of the investigation: The proposed toolbox was studied on housing projects deal by an NGO with operations in Coastal Lima - Peru, it was considered its sources and limitation to operate, and those own from communities located in the Lima slums. Practical implications: The proposal toolbox can be used as a guide for the construction of housing social projects. Originality / Value: The paper demonstrates its originality and relevance by presenting Lean Construction practices adapted to apply in social projects; reducing resources and wastes used and improving project productivity.

    Optimal humanitarian warehouses location considering vulnerability previous condition

    Goal: This study tackles on location problem, analyzing the urban shape base on vulnerability previous conditions in affected areas. Design / Methodology / Approach: A numerical analysis is performed using an integer programming model to find optimal preposition warehouses location. Results: The minimum cost is reached when the needs of all the people affected by the natural disaster are met. Excess construction of warehouses implies additional maintenance and administration expenses, while lack of construction of warehouses implies expenses originated by unsatisfied demand. Limitations of the investigation: Among the main limitations found in this study were the lack of updated data and few studies related to natural disaster prevention in the case study. Practical implications: Organizations should implement the recommendations given by the new model. This is because the model minimizes the cost, since the damage caused by a natural disaster is much more expensive than preventing it. Originality / Value: The novelty in this study is the creation of a punishment factor based on the level of vulnerability of the routes used in transportation. This is to simulate the impact the deterioration of routes has on the response time of sending aid supplies.

    Literature review of the barriers to the implementation of Lean manufacturing from a sociotechnical point of view

    The following research seeks to classify, analyze, and determine the barriers that affect the implementation of lean manufacturing from a socio-technical approach that allows organizations to understand how different socio-technical actors influence the results that could be obtained. The article contributes to the literature because it emphasizes the need to address a holistic social and technical approach to address barriers to implementing lean manufacturing. The research methodology is a critical literature review of the barriers to implementing lean manufacturing projects from a socio-technical perspective. The articles selected from the Scopus database were analyzed to understand the different relationships and interactions from a socio-technical perspective. The research emphasizes the importance of considering a sociotechnical vision in implementing lean manufacturing projects because it is a production system that integrates an organization's social and technical actors. The article contributes theoretically and practically by proposing a vision to address the barriers in the implementation process.
