    Impacto de las cláusulas ambientales de los acuerdos comerciales regionales sobre los niveles de contaminación

    Climate change and the impact of the economic model in the environment, forces the countries of the region to establish different tools and mechanisms to face its negative effects. For that reason, the environmental provisions of Regional Trade Agreements play a crucial role in guaranteeing environmental quality. This article estimates the impact of the environmental clauses of the regional trade agreements on the environmental pollution indicators of the partner exporting countries, especially in the Pacific Alliance.

    Discute los textos finales del TLC con Estados Unidos aprobado por el Ejecutivo, haciendo un contraste con nuevas estimaciones de lo que dichos compromisos podrían significar para el país. No sólo se aborda el tema de acceso a mercados o los efectos de la liberalización para los sectores productivos nacionales (concentrándonos en el sector agrícola que es el más afectado), sino que también disciplinas donde se adoptan acuerdos OMC-plus como en propiedad intelectual, inversiones, servicios, compras del Estado, solución de controversias, y estándares (medio ambiente).

    Crecimiento verde y biocomercio: una mirada

    There is an important debate on different notions of Green Growth. Especially, the dialogues produced in the Rio +20 summit, the proposals of the OECD, World Bank and SELA. At the same time, includes the discussion of the relevance or otherwise of the definition of sustainable development continues. On the other hand, there are study groups on Bioeconomy and a particular interest in Europe in proposing bi-regional initiatives. We also are aware of have the notion “BioTrade” which includes the principles and criteria defined by UNCTAD. The purpose aim of the paper is to analyze the interactions, convergence and / or differences between these two different approaches. For the Andean region BioTrade shows significant successful experiences that which includes the positioning of native products on the international markets for food, cosmetic industry among others. For example, in the case of services, activities and ecotourism with great potential in the Andean region and a lot of experience especially in the Central area (especially in countries like Costa Rica). We propose that BioTrade is an option of green growth which creates the need to work on the issue at different levels: in the proposals raised in international forums, in the valuation of biodiversity and systematization of successful experiences and as component development strategies in countries such as the Andean ones.

    Acuerdo de integración en un contexto de crisis : el caso Argentina - Brasil

    The Brazil-Argentina integration process is examined here in an attempt to determine which factors have allowed to move forward despite the external restrictions created by the debt crisis. The paper discussed the respective stabilization policies and how integration moves forward despite those macroeconomic crises and instability. In sum, the positive impetus that integration can provide in the sort term, even in such context.

    Indicadores comerciales de la Comunidad Andina 2002-2021: ¿Posible complementariedad o convergencia regional?

    La Comunidad Andina es uno de los procesos de integración pioneros en la región, y ha tenido diferentes fases de auge y crisis. En este trabajo se identificó la evolución de la relación bilateral de los países miembros en los últimos 20 años, a través de la elaboración de los principales indicadores de comercio. Con la construcción de esta evidencia empírica, se busca contribuir al esfuerzo de convergencia, el desarrollo de cadenas regionales productivas más diversificadas y con mayor valor agregado. Y, se fortalezca así la competitividad de la región, y se avance en la profundización de la integración regional.

    Integración y convergencia en UNASUR

    The purpose of this paper is to analyze the relationship between the Andean countries. In this context, we study different strategies of international links and constitute different forms of regional integration, including UNASUR. Consequently, this paper describes the problem that exists within regional blocks such as CAN and MERCOSUR. On the other hand, shows the importance and efforts to deepen integration with other processes, such as the “Alianza del Pacífico”, TPP and ALBA. UNASUR emerges as an alternative to the limited possibilities of convergence between CAN-MERCOSUR as an instrument that should be enhanced to strengthen South American integration, that cover not only the political but also the economic and commercial scope.

    Precios relativos y cambio de régimen en el Perú : del fracaso de la heterodoxia a la hiperinflación

    A paper discussing the dynamics of relative prices since 1985 by comparing performance during inflationary accelerations and both orthodox and heterodox de-inflation. A hypothesis is made that an initial change of regime happened in 1988 (high inflation but not hyperinflationary regime) and another in 1990. This is conceptualized as a transitional regime since the present relative price structure cannot be sustained. The final outcome will depend on what measures are adopted. If the present economic policy persists, the author predicts the program’s collapse and hyperinflation are highly probable.

    Una lectura peruana del plan de convertibilidad argentino

    The main characteristics and accomplishments of the Argentinian Currency Board Plan and its potential risks. Comparisons with the Peruvian experience revolve around key issues of the debate about Peru’s economy. Deflation, rather than stabilization, may better explain Peru’s economic process. No conditions seem to exist to apply a modified Conversion Plan though it seems crucial to change the present conditions for which some options appear here.
