    El valor del análisis comparado enfocado en una región

    En este artículo, propongo que los estudios regionales de pocos casos tienen varias ventajas sobre los estudios transregionales de muchos casos si lo que buscamos es un análisis detallado que pueda proveer explicaciones ricas para los fenómenos políticos. Incluso si las conclusiones a las que lleguemos en estos estudios regionales de pocos casos sean difíciles de generalizar, en el trade-off entre intención y generalidad, prefiero el primero. Los estudios trans regionales de muchos casos y los regionales por supuesto que pueden nutrirse mutuamente, pero teniendo en cuenta que los primeros solo pueden establecer relaciones "acotadas" (thin) entre ciertas variables, cuya relación causal más precisa requerirá de un análisis más denso (thick). El mismo que puede lograrse con estudios regionales de pocos casos.

    Peru 2020: the interruption of political continuity?

    After Peru’s democratic transition in 2000, analysts have described the country as a case of significant political continuity. Among other aspects, the economic model adopted in the 90’s was left untouched, public policy was controlled by the Executive, a relatively weak Congress meant the predominance of the Executive, and there was no broad-scale social protests at the national level. During the 2016-2020 period, a significant change occurred in the Executive-Legislative power dynamics. This transformation could affect other di-mensions of the 20-year long political continuity. Generally speaking, the Executive and its technocrats have lost strength in relation to Congress’ greater protagonism. The latter has managed to obtain greater control over budget, and has started to use regularly some parliamentary prerogatives such as the vote of no confidence and presidential impeachment. These tendencies continued to consolidate with the new Congress elected in 2020 after the dissolution of the preceding one by President Vizcarra. The latter was in turn impeached by the new Congress. The year 2020 was marked by a greater propensity by Congress to promote populist measures and criticize the existing economic model, in the midst of a pandemic that strongly hit Peru and affected the country harshly.

    Country without oxygen: Institutional weakness in COVID-19

    One of the leading causes of the impact magnitude of COVID-19 in Peru was the lack of medical oxygen. What explains this oxygen shortage, which is high even by regional standards? This article presents a response from the perspective of the legacies of the Peruvian health system. First, a structural cause. The historical deficiencies of the health system and specific characteristics linked to outsourcing services led to a low capacity to provide this resource. Second, an institutional legacy. A 2010 regulation established a purity requirement of 99% for medical oxygen. This percentage, which is well above international standards, reduced the offer, concentrating it on two providers. The case of the Ayacucho region, which has a better supply of oxygen thanks to two high-volume tanks, illustrates some of these dynamics and the importance of this resource in saving lives.

    Un discurso fúnebre ignorado. El Informe de la CVR como propuesta de reforma estatal democrática y el costo de no escucharlo

    Las oraciones fúnebres suelen dedicarse a los caídos en batalla; buscan rendir honores en ceremonias públicas a quienes sirvieron a la patria para mostrar al resto de la comunidad el valor de sus acciones. Pero las oraciones fúnebres no son solo laudatorias. Su carácter edificante puede ubicarse en el sentido contrario al elogio, al ser abiertamente críticas sobre las fallas y los quiebres nacionales, y al buscar, más bien, motivar un cambio hacia una sociedad mejor. En este texto «estiro» la figura de una oración fúnebre en este sentido crítico y propositivo para plantear dos ideas sobre el Informe Final (IF) de la CVR: a) al hacer un diagnóstico crítico sobre el tipo de violencia vivida en los años ochenta y noventa, este documento le habla a nuestros muertos de una violencia que pudo evitarse de haber sido nuestra sociedad más igualitaria y haber contado con un Estado distinto; y b) nos ofrece una propuesta de reforma democrática para modificar este estado de cosas injusto. Se concluye discutiendo brevemente dos casos que buscan aterrizar esta reflexión sobre el costo de no seguir las recomendaciones de la CVR: las muertes producidas durante la pandemia y la acción represiva estatal en las protestas contra el Gobierno de Dina Boluarte a fines del 2020 e inicios del 2021.
