    Políticas para promover la ciencia, tecnología e innovación en la era digital

    Las nuevas tecnologías se han convertido en un factor esencial para el desarrollo de los países, puesto que su uso conlleva a una serie de impactos positivos tanto a nivel económico y social. Lamentablemente, este sector se ha desarrollado a un ritmo muy lento dentro de la región andina, a consecuencia de falta de políticas públicas orientadas a desarrollar y adoptar nuevas tecnologías, por un lado; y, por el otro, existe una heterogeneidad en términos de políticas orientadas a tal fin. El documento tiene como objetivo establecer propuestas de políticas públicas orientadas a fomentar el uso de la Ciencia, Tecnología e Innovación (CTI) en los países andinos, en aras de alcanzar un desarrollo sostenible e inclusivo en la región. Abstrac New technologies have become an essential factor for the development of countries, since their use leads to a series of positive impacts both at an economic and social level. Unfortunately, this sector has developed at a very slow pace within the Andean region, because of a lack of public policies aimed at developing and adopting new technologies on the one hand; and on the other, there is a heterogeneity in terms of policies oriented to that end. The document aims to establish proposals for public policies aimed at promoting the use of STI in the Andean countries, in order to achieve sustainable and inclusive development in the region.     The influence of the China FTA in Peruvian trade flows

    Peru has signed trade agreements with its most important partners in the last decade, including the FTA with China, which is currently its main trading partner. This research seeks to estimate, through a model of increased severity, the effect of this FTA on trade flows, both at an aggregated and disaggregated level. The results show that the FTA with China has had a positive impact on both exports and imports from Peru, and that the impact on exports has been over twice than on imports. In turn, in the disaggregation by type of goods, commodities have benefited the most. These findings show that the export basket with our main trading partner has not diversified over time, but rather our primary exports have deepened.

    El rol de los acuerdos intra y extrarregionales en los flujos comerciales: el caso de la Comunidad Andina de Naciones

    La Comunidad Andina de Naciones (CAN), creada en 1969, ha sido un Acuerdo Comercial Regional que busca el desarrollo de los países miembros a través de la integración. Los países miembros de este acuerdo también han firmado acuerdos extrarregionales. Cincuenta años después de la creación de la CAN es pertinente preguntarse si los acuerdos intra y extrarregionales han cumplido un rol fundamental sobre los flujos comerciales de los países miembros, o si existen otros factores que hayan influido significativamente sobre estos flujos comerciales. Esta investigación estima el modelo de gravedad aumentado para el periodo 2000-2017. Se encontró evidencia que los acuerdos intra y extrarregionales no han tenido un rol importante en los flujos comerciales de la CAN.

    Algunos determinantes de la movilidad estudiantil universitaria de los países andinos

    El artículo destaca la movilidad estudiantil como un eje fundamental de la internacionalización de la educación superior, y los factores que propician el flujo de estudiantes de educación superior desde países andinos hacia países desarrollados. Para ello, se estima un modelo gravitacional con el objetivo de encontrar dichos determinantes, entre los que destacan: el ingreso en el país de destino, el idioma, y las barreras regulatorias (tomando como proxi un índice de libertad económica). Esto sugiere, que convenios con países donde hay más apertura y menores regulaciones, favorecerían la movilidad. Pero, es necesario identificar otros obstáculos que deberían ser removidos, en los convenios que hagan las instituciones o las negociaciones que lideren los países.

    Nuevos retos para el Acuerdo Comercial Multipartes de la Unión Europea con Perú, Colombia y Ecuador

    El presente documento analiza las relaciones comerciales y de cooperación entre la Unión Europea y los países andinos con los que se suscribió el Acuerdo Comercial Multipartes (Perú, Ecuador y Colombia). Asimismo, estudia los avances y desafíos en materia de la agenda de desarrollo sostenible, el diálogo político y la cooperación en el marco del acuerdo. A partir de ahí, explora las diferentes dificultades técnicas que se han presentado en la implementación del acuerdo y el rol de los órganos de seguimiento. Se trata de estudiar la importancia estratégica del acuerdo en las relaciones entre la Unión Europea con Perú, Ecuador y Colombia, y su contribución a la recuperación económica pospandemia y al impulso de nuevos modelos de desarrollo.

    Las relaciones Grupo Andino-Mercosur: opciones de integración para el Perú en un contexto de apertura

    La Investigación cuantifica los volúmenes de comercio intraindustrial del Perú con el resto de países del Grupo Andino y con los integrantes de Mercosur buscando aportar evidencia empírica para contribuir a la tomar la mejor opción, disminuyendo la carga ideológica del debate. La propuesta del autor considera como complementarios los esfuerzos de integración con el Grupo Andino y Mercosur (con productos de mayor valor agregado), que debe formar parte de una estrategia global y diferenciada con otros acuerdos de integración extrarregionales, compatible con los planteamientos de regionalismo abierto.

    Pacific Alliance: trade implications on member countries and other regional trade agreements

    The Pacific Alliance, born as an alternative to “postliberal regionalism,” aimed at reinforcing the liberalization and openness strategies as well as the North–South agreements previously subscribed by its members. It sought to enhance intraregional trade, promote value chains, and reach out to the Asia‐Pacific region. Ten years after the creation of the Pacific Alliance, it is relevant to assess its effect on trade flows among its members and with other regional trade agreements like the Andean Community and the Southern Common Market. We use an augmented gravity model and the panel data methodology to provide evidence that the Pacific Alliance has not affected trade flows significantly among its members or with other South American regional trade agreements.

    Environmental regulation and foreign trade: An analysis for the CAN and MERCOSUR trade blocs in the period 2001–2019

    This study examines the impact of trade and environmental agreements on trade in the Andean Community (CAN) and the Southern Common Market (MERCOSUR) during the period 2001–2019. Using a panel data methodology, the study analyses the effects of ratifying a number of agreements (the Paris Agreement, the Kyoto Protocol, the Nagoya Protocol, and Free Trade Agreements with the European Union) on total exports and imports. The results reveal that environmental regulations have a differentiated impact on the exports and imports of both trade blocs. These findings underscore the importance of trade and environmental agreements in promoting sustainable trade and emphasize the need for ongoing monitoring of their implementation to foster equitable and sustainable growth in the region.

    Impacto de las cláusulas de transferencia tecnológica e innovación en los acuerdos comerciales regionales

    International trade is one of the main vehicles to promote the technology transfer as it contributes to the generation of new products with greater added value, expanding export opportunities and diversification, as well as the insertion of domestic companies in global value chains. This article seeks to determine the impact of the technology related provisions in the main trade agreements that are signed by Latin America and the Caribbean countries in the last 20 years on the level of exports, particularly on the export of goods in technology-intensive sectors. It attempts to analyze whether this effect varies between North-South and South-South trade agreements, especially in the case of the Pacific Alliance.

    Environmental Provisions in Trade Agreements

    This article investigates the impact of environmental clauses in regional trade agreements on the international trade of CAN and MERCOSUR countries between 2001 and 2019. We use a gravity model estimated with the PPML estimator to analyze the relationship between environmental provisions in trade agreements and total exports. We find that the simple inclusion of environmental provisions does not have a significant effect on trade. However, the presence of a Preferential Trade Agreement (PTA) in the midst of compliance is associated with a negative and significant effect on total exports. This result is accentuated if the trade occurs in a South-North structure. This finding complements previous research and provides a more complete understanding of the impact of environmental clauses on international trade in the countries of the region.
